July 24, 2018 <br /> <br /> 2. That the City Council hereby agrees to provide a surety or bond, acceptable <br />to and payable to the Virginia Department of Transportation, in the full amount of the <br />Commonwealth Transportation Board’s allocation less eligible capital outlay credit as <br />determined by VDOT, or as otherwise required by the Commonwealth Transportation <br />Board’s program guidelines; and <br /> <br /> 3. That the City Manager and/or her designee(s) are authorized to act on <br />behalf of the City Council to execute any and all documents necessary to secure the <br />funding sought through the Economic Development Access Program up to, but not <br />exceeding, $650,000 in Economic Development Access Program funds.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 293 - Adoption of a motion to accept a donation from Spike’s K-9 to supply the <br />Portsmouth Police Department’s K9 Unit with a training bite suit. <br /> <br />Background: <br /> <br /> The K9 Unit provides security and valuable public relations work to various events <br />and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the city and assists with the <br />search for and apprehension of violent offenders, recovery of evidence and bomb <br />detection. <br /> <br />Discussion: <br /> <br /> The K9 bite suits are used weekly in training revolutions to maintain proficiency in <br />apprehension and handler/K9 de-escalation training. <br /> <br /> These bite suits are used weekly for regular ongoing training to maintain <br />certification of each K9 in patrol and apprehension tactics. <br /> <br /> During new handler or new K9 partner training, these bite suits are used almost <br />daily for the initial certification and bond building between handler and K9. <br /> <br /> Spikes K-9, a 501c3 organization regularly donates supplies and services to Police <br />K9 units across the country and has previously donated several K9 Ballistic Vests to the <br />PPD in 2015 as well as obstacle replacements in early 2018. <br /> <br /> Spikes K9 recently completed similar projects locally for other police departments. <br /> <br />Financial Impact: <br /> <br /> There are no costs to the city for this donation. <br /> <br /> No recurring costs are anticipated. These suits are replaced semiannually and this <br />will result in a cost savings of nearly $1,500 to the city. <br /> <br />Recommended Action: <br /> <br /> Adoption of the motion. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> N/A <br /> <br />Motion by Mr. Clark, and seconded by Mr. Smith, to accept a donation from Spike’s <br />K-9 to supply the Portsmouth Police Department’s K9 Unit with a training bite suit, and <br />was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />18 - 294 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br /> <br /> <br /> <br /> <br /> <br />
