July 24, 2018 <br /> <br /> <br /> To accept this funding, it is necessary to create a new project in the Capital <br /> <br />Improvement Program titled “Frederick/Airline Pedestrian Improvements”. <br /> <br /> The proposed Ordinance will create the new project, accept the BPSIP funding, <br />and amend the FY 2019-FY 2023 Capital Improvement Program to reflect the BPSIP <br /> <br />funding to be received in FY 2022 and FY 2023. <br /> <br />Financial Impact: <br /> <br /> <br /> VDOT will provide $811,000 in BPSIP funds for this project. <br /> <br /> <br /> There is no match required for BPSIP funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ESTABLISH A NEW PROJECT IN THE FY 2019-2023 CAPITAL <br />IMPROVEMENT PROGRAM TITLED “FREDERICK/AIRLINE PEDESTRIAN <br />IMPROVEMENTS”, ACCEPT CERTAIN BICYCLE AND PEDESTRIAN SAFETY <br />PROGRAM FUNDING APPROVED BY THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION FOR THE SAID PROJECT, AND AMEND THE FY 2019-2023 <br />CAPITAL IMPROVEMENT PROGRAM ACCORDINGLY.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 291 - Adoption of an ordinance to accept certain Revenue Sharing, State of <br />Good Repair and Specialized State and Federal: Bond funding approved by the <br />Virginia Department of Transportation for the Paradise Creek (Victory Boulevard) <br />Bridge Project and to amend the FY 2019-2023 Capital Improvement Program <br />accordingly. <br /> <br />Background: <br /> <br /> The Paradise Creek Bridge is a structurally deficient bridge with a sufficiency rating <br />of 18.7. The bridge was constructed in 1944. <br /> <br /> The bridge replacement project is part of the current CIP. <br /> <br /> The City team submitted applications to VDOT for Revenue Sharing and State of <br />Good Repair Program funding for the project. <br /> <br /> The City’s applications were successful, and VDOT has approved substantial <br />additional funding for the project over the next five years. <br /> <br /> The project is now fully funded (subject to future appropriations). <br /> <br /> Because the State of Good Repair Program does not require a local match, VDOT <br />will provide a significantly higher percentage of the project funding than originally <br />anticipated. <br /> <br />Discussion: <br /> <br /> As a result of the increased VDOT funding, several adjustments to the Capital <br />Improvement Program budget for the Paradise Creek (Victory Boulevard) Bridge Project <br />are required. <br /> <br /> Prior to FY 2019, $500,000 had been appropriated to the project, 50% to be funded <br />by VDOT and 50% by the City. However, as part of the Figg Bridge settlement, VDOT <br />agreed to use “Specialized State and Federal: Bond” money to increase its share of this <br />amount to $465,000 and reduce the City share to $35,000. <br /> <br /> As part of the Capital Improvement Program budget adopted by City Council on <br />May 8, 2018 an additional $4,000,000 was appropriated to the project for FY 2019, which <br />was intended to be funded 50% by VDOT and 50% by the City. As a result of the new <br />funding approvals from VDOT, the FY 2019 amount has been reduced to $1,105,000. <br />$605,000 of this amount will be funded by VDOT and $500,000 by the City. <br /> <br /> <br /> <br /> <br />
