July 24, 2018 <br /> <br />18 - 289 - Adoption of an ordinance accepting additional funding in the amount of <br />$299,155 from the Virginia Department of Social Services and appropriating said <br />amount in the FY 2019 Social Services Fund for use by the Department of Social <br />Services to address the increased volume of Medicaid applications anticipated as <br />a result of Medicaid expansion. <br /> <br />Background: <br /> <br /> On May 30, the Virginia General Assembly passed a FY 2019-2020 biennium <br />budget that included Medicaid expansion. Additional administrative funding to assist with <br />the increased volume of Medicaid applications was provided for the equivalent of <br />approximately 300 new local benefit programs specialist positions. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth is receiving an additional allocation totaling $299,155 to <br />aid in any activity related to Medicaid expansion such as hiring staff, procuring office <br />space and furniture, training, etc. that would otherwise be reimbursable under state <br />guidelines. <br /> <br /> This will allow the city time to increase staffing where needed prior to the <br />implementation of Medicaid expansion. <br /> <br /> Medicaid expansion funding will become part of base budget line allocations <br />beginning in FY 2020 and will require a 15.5 percent local match. <br /> <br />Financial Impact: <br /> <br /> There is no local match for FY 2019. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> “ORDINANCE ACCEPTING ADDITIONAL FUNDING IN THE AMOUNT OF $299,155 <br />FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2019 SOCIAL SERVICES FUND FOR USE BY THE <br />DEPARTMENT OF SOCIAL SERVICES TO ADDRESS THE INCREASED VOLUME OF <br />MEDICAID APPLICATIONS ANTICIPATED AS A RESULT OF MEDICAID <br />EXPANSION.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 290 - Adoption of an ordinance to establish a new project in the FY 2019-2023 <br />Capital Improvement Program titled “Frederick/Airline Pedestrian Improvements” <br />and to accept certain bicycle and pedestrian safety program funding approved by <br />the Virginia Department of Transportation for the said project. <br /> <br />Background: <br /> <br /> VDOT receives applications annually for its Highway Safety Improvement Program <br />(HSIP) and its Bicycle and Pedestrian Safety Program (BPSIP). <br /> <br /> The city team submitted an application to VDOT for the BPSIP program. <br /> <br />Discussion: <br /> <br /> The city team identified the corridor where Frederick Boulevard intersects Airline <br /> <br />Boulevard as having numerous pedestrian challenges. <br /> <br /> Several residents using motorized wheelchairs requested upgrades to this area to <br /> <br />increase their mobility and accessibility. <br /> <br /> The Commonwealth Transportation Board (CTB) approved $811,000 in BPSIP <br /> <br />Funds in FY 2022-FY2023 for this project. <br /> <br /> <br /> <br /> <br />
