June 26, 2018 Discussion:  The contract and scope of work for the Mt. Herman Elementary School Roof Replacement and HVAC project require modification to execute the project this summer.  During selective demolition, additional unforeseen damage was discovered. Additional funds are required to address these deficiencies.  Funds are available under the WWHS HVAC/Cooling Tower Project.  While the WWHS project was originally scheduled for this summer, based on preliminary work a detailed assessment of the existing cooling tower, mechanical room and electrical equipment will be required prior to determining the most effective manner to deliver the project. This assessment is underway.  The need for the assessment is an indication that the scope and magnitude of the project will increase.  An additional CIP request will be necessary to fund the WWHS HVAC/Cooling Tower Replacement project once the assessment is completed with an opinion of probable cost.  Transferring some of the funds from the WWHS HVAC/Cooling Tower Replacement project to the Mt. Hermon Elementary School Roof and HVAC Replacement Project will allow the completion of the Mt. Hermon project this summer. Financial Impact:  The sum of $125,000 will be transferred from the WWHS HVAC/Cooling Tower Replacement project to the Mt. Hermon Elementary School Roof and HVAC Replacement project. The transfer of funds will allow completion of the Mt. Hermon project this summer. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will take the necessary steps to transfer the funds. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND THE FY 2018 CAPITAL IMPROVEMENT FUND BUDGET BY AUTHORIZING THE TRANSFER OF $125,000 FROM THE WOODROW WILSON HIGH SCHOOL HVAC/COOLING TOWER REPLACEMENT PROJECT TO THE MOUNT HERMON ELEMENTARY SCHOOL ROOF AND HVAC REPLACEMENT PROJECT.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 242 - Adoption of an ordinance accepting an Alcohol Education and Prevention Grant in the amount of $2,500 from the Virginia Alcoholic Beverage Control Board and appropriating said amount in the FY 2018 Grants Fund for use by the Portsmouth Police Department to fund an alcohol education program. Background:  Virginia ABC Alcohol Education and Prevention Grants assist community partners in developing and enhancing initiatives related to alcohol education and prevention.  Applicants must address one or more of the following priorities: underage drinking prevention, social providing or social hosting prevention, and high-risk drinking prevention.  Grant request are limited to a maximum of $8,000 and approximately eight awardees are selected each annual grant cycle.
