June 26, 2018 Discussion:  The Portsmouth Police Department (PPD) was awarded an ABC Alcohol Education and Prevention Grant in the amount $2,500 to fund an alcohol education program designed to reach out to the youth of Portsmouth to discuss and demonstrate the effects of alcohol on a person; not just the physical effects, but social and psychological effects as well.  The program’s curriculum has two equal stages. The first stage is in the form of classroom instruction sessions. The second stage will consist of hands-on activities designed to reinforce the lessons presented, learned and discussed in the classroom.  In 2017, the PPD successfully brought alcohol awareness to 237 students. Financial Impact:  There is no cash or in-kind match requirement from the City for this grant. In addition, there is no obligation from the City once the grant has ended. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or her designee will provide grant management and oversight. Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: Mr. Moody asked that a representative from the police department provide an  overview of the program at an upcoming Public Work Session. “ORDINANCE ACCEPTING AN ALCOHOL EDUCATION AND PREVENTION GRANT IN THE AMOUNT OF $2,500 FROM THE VIRGINIA ALCOHOLIC BEVERAGE CONTROL BOARD AND APPROPRIATING SAID AMOUNT IN THE FY 2018 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO FUND AN ALCOHOL EDUCATION PROGRAM.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 243 - Adoption of an ordinance accepting a Virginia Rules Camp grant in the amount of $5,000 from the Virginia Attorney General’s Office and appropriating said amount in the FY 2018 Grants Fund for use by the Portsmouth Police Department for youth outreach. Background:  On February 23, 2018, the Virginia Attorney General’s Office invited law enforcement agencies to apply for the Virginia Rules Camp Grant for 2018. Funding is available to support the efforts of law enforcement agencies in developing or enhancing youth programming within their communities.  Virginia Rules Camp is a law-themed summer day-camp experience for middle/high school aged youth hosted by local law enforcement agencies as a fun, healthy way to spend a summer week, receive interactive instruction on Virginia law, and build positive relationships with law enforcement officers that serve their communities.
