May 8, 2018 <br /> <br />Capital Improvement Program <br /> <br /> <br /> On March 26, 2018, the City Manager presented the proposed Capital <br />Improvement Program (CIP) for Fiscal Years 2019 – 2023 and the funding for year one <br />appropriating the necessary funds in the Capital Improvement Fund and the Public Utility <br />Capital Improvement Fund. The budget was discussed in City Council Work Sessions <br />during April and public hearings held on April 10 and April 24, 2018. <br /> <br />Portsmouth Public Schools <br /> <br /> On March 26, 2018, the City Manager presented the proposed Fiscal Year 2019 <br />Operating Budget to City Council, including recommended city funding for School <br />operations. The budget was discussed in City Council work sessions during April and <br />public hearings were held on April 10 and April 24. City Council has indicated again that <br />an appropriation of the Portsmouth Public School budget will be allocated by category, <br />on a quarterly basis (with the exception of the grants fund, which is proposed to be <br />appropriated on an annual basis). The attached ordinance is reflective of this action. This <br />separate ordinance is required in order to appropriate both the total School Budget and <br />the city’s local funding for education, which is allocated from the general fund budget. <br /> <br />Discussion: <br />City Operating Budget <br /> <br /> The Ordinances necessary to adopt the Fiscal Year 2019 Operating Budget are <br /> <br />attached to this report for City Council action as follows: <br /> <br />a. Adoption of an ordinance to re-enact Ordinance No. 2017-25 to impose and <br />levy taxes for the fiscal year beginning July 1, 2018 and ending June 30, 2019, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately- <br />owned camping trailers and motor homes, and machinery and tools within the City <br />of Portsmouth, Virginia, for the purpose of raising revenue for the support of <br />governmental operations and the public free schools and to pay principal and <br />interest on the public debt. The ordinance re-ordains the current tax on real estate <br />and public service corporations at $1.30 on each $100.00 assessed valuation. <br /> <br />b. Adoption of an ordinance to make a technical amendment to Appendix A of <br />the Code of the City of Portsmouth, Virginia (2006) to reflect the execution of a <br />contract with the City of Chesapeake in 2017 for the provision of water and to <br />amend Appendix A to eliminate the current charge for Ambulance Billing – IV <br />Supplies. <br /> <br />$ <br />c. Adoption of an ordinance to appropriate 431,621,790for the operation of <br /> <br />city government during the fiscal year beginning July 1, 2018. <br />d. Adoption of a resolution approving the Community Planning and <br />Development 2019 Annual Action Plan of the city of Portsmouth, Virginia, and <br />authorizing the City Manager to file documents required to obtain the city’s <br />Community Planning and Development Grant entitlements. <br />e. Adoption on an Ordinance adopting the Fiscal Year 2019 Classification and <br />Pay Plan for the employees of the city of Portsmouth, VA. <br /> <br />Capital Improvement Program <br /> <br /> For Fiscal Year 2019, upon adoption by Council the funding is authorized by <br /> <br />appropriation. <br /> <br /> Fiscal Years 2020-2023 of the Capital Improvement Program are approved but not <br />appropriated years and are used for long-term planning purposes and approved as <br /> <br />planning years. <br /> <br />f. Adoption of an ordinance approving the Fiscal Year 2019-2023 Capital <br />Improvement Program and appropriating $38,140,062in the Fiscal Year 2019 <br /> <br />Capital Improvement Fund; $56,800,000 in the Fiscal Year 2019 Public Utilities <br />Capital Improvement Fund and $250,000 in the Fiscal Year 2019 Parking Authority <br />Capital Improvement Fund. <br /> <br /> <br /> <br /> <br /> <br />
