May 8, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 8, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Ronald Thompson opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Smith, to approve the minutes of a <br />Called Meeting of April 23, 2018, of a Called Meeting of April 24, 2018, of a Regular <br />Meeting of April 24, 2018, and of a Called Meeting of April 30, 2018, and was adopted by <br />the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />18 - 175 Public hearing on proposed real property tax increase. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of a real estate tax <br /> increase. <br /> <br />- City Manager’s Report - <br /> <br />18 - 176 - Adoption of ordinances and resolution to appropriate the total sum of <br />$720,102,069 for the operation of the City Government for Fiscal Year 2019 for the <br />following areas: City Operating Budget – $431,621,790; Capital Improvement Fund <br />$38,140,062; Public Utilities Capital Improvement Fund - $56,800,000; Parking <br />Authority - $250,000 and Portsmouth Public Schools Operating Budget - <br />$193,290,217. <br /> <br />Background: <br />City Operating Budget <br /> <br /> On March 26, 2018, the City Manager presented the proposed Fiscal Year 2019 <br />Operating and Capital Improvement Program (CIP) Budgets to City Council. <br /> <br /> Both budgets were discussed in City Council Work Sessions in April and public <br />hearings were held on April 10, April 24, and May 8 (Effective Tax Rate Notice), 2018. <br />The attached ordinances are required for adoption of the Fiscal Year 2019 Operating and <br />CIP Budgets. <br /> <br /> Community Planning and Development - For each of the five years covered <br />by the adopted Consolidated Plan (CP), Federal Fiscal Year 2014 to Federal Fiscal Year <br />2019, the city prepares an Annual Action Plan detailing how the resources made available <br />will be used to implement the goals outlined in the Five-Year CP. This is the fifth year of <br />the five-year plan cycle. The city of Portsmouth will receive funds through the Community <br />Development Block Grant Program (CDBG) and HOME Investment Partnerships <br />Program (HOME). The financial resources the city expects to have available during the <br />city’s Fiscal Year 2019 Program (July 1, 2018 through June 30, 2019) include a CDBG <br />Entitlement Grant of $1,399,104 and program income of $44,880 (total $1,443,984). The <br />city also expects to have available a HOME Entitlement Grant of $334,734 and program <br />income of $5,850 (total $340,584). Public hearings were held on April 10 and 24, 2018 <br />for these programs. <br /> <br /> <br /> <br /> <br /> <br />
