Pitts, 4816 Mallard Crescent, representing Hunters <br />Point Civic League, requested that all alternatives be conside <br />ed before making a decision, and to vote Uno" to the rezoning <br />~Z 86-1S). <br /> <br /> The City Manager asked that Gerald Burgess, Director of <br />Economic Development, be allowed to make a few comments. <br /> <br /> Mr. Burgess stated that he had never worked with a finer <br />company than Cogentrix and that Cogentrix was trying to find the <br />best solution for the citizens and the City of Portsmouth. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas, that Z 86-15 <br />to be denied, and was adopted by the following vote: <br /> <br /> Ayes: Barnes, Corprew, Gray, <br /> Nays: None <br />See motion to recess on page 75. <br /> REPORTS FROM THE <br /> <br />Lucas, Simpson, Webb, Holle <br />C%TY ~ANAGEP <br /> <br /> 86-357 Letter from the City Manager recomn, ending adoption of <br />an ordiance to appropriate $480,000 from the Public Utilities Capitz <br />Improvement Program to update the current method of managing under- <br /> round water and sewer infrastructures. <br /> <br />"Over the past six years, City Council has funded extensive <br />mprovements to the City's sewer and water system (over $32 million <br />these improvements were primarily involved with the respective sewe <br />md water plants [Pinners Point and Lake Kilby), and did not include <br /> for the rehabilitation of the underground distribution system~ <br /> majority of the water and sewer linesm~ving the City date back t¢ <br /> early part of this century. <br /> <br /> As part of the recently completed work Management System it wa~ <br />determined that the City's record keeping is as antiquated as the <br />Lines themselves and are not consistent with modern American Water- <br /> Association standards, nor does it provide for retrieval of <br />data. The City's Director of Public Utilities has spent the last 11 <br /> studying "model" systems and has recommended (with the endors <br /> of the City's Data Processing Director) that the current method <br />for managing our underground water and sewer infrastructures be up- <br />dated (see attached briefing paper for specifics). The principal <br />components of the proposed work plan include: <br /> <br />o Sewer and Water Distribution Inventory $190,000 <br />o Work Management System Integration S 40,000 <br />o Management Reporting and Analysis $ 40,000 <br />o Geographic Reference System $ 60,000 <br />o Master Rehabilitation Plan S150,000 <br /> <br /> Total Project Cost $480,000 <br /> <br /> The unique computer based mapping and data base components wil <br />~rovide the City with a realistic and flexible program to plan re- <br />placement 'priorities" as well as interfacing with the infrastructu~ <br />Leeds of the departments of Public Works, Planning and Economic <br />Development. The Director of Public Utilities has proposed that thc <br />City contract with the engineering firm of HDR Infrastructure, Inc. <br />to provide the necessary assistance to bring the work plan on-line. <br />HDR Infrastructure, In. was selected after comparing the qualifi- <br />cations of their agency with other similar firms ~competitive <br />negotiation) consistent with state and local professionsl services <br />~rocurement procedures. <br /> <br />I endorse the project as proposed by the Director of Public <br />lities and Data Processing, and recommend that $480,000 be appro <br />~riated from the Capital Improvement Fund and that the proposed <br />~ervice contract be awarded to HDR Infrastructure, Inc." <br /> <br /> <br />
