October 14, 1986 The following letter was presented: "Re: GHP 86-- Parkview Neighborhood Northside Associates II Disposition Parcel 6G On behalf of Northside II Associates and the Portsmouth ~edevelopment and Housing Authority we hereby request that the abow .eferenced application be deferred from the October 14, 1986 meetin ~f City Council ~ntil your November 25, 1986 session. We have discovered contingencies involving subsoil conditions impact this project and require further investigation. Your deration of this deferral is very much appreicated. ' Motion of Mrs. Webb and seconded by Mr. Simpson, that GHP 86-7 deferred to the meeting of November 25, 1986, as requested, and adopted by unanimous vote. 86-343 - The'following ordinance approved on first reading at meeting of September 16, 1986, was taken up and read: "AN ORDINANCE TO APPROPRIATE $2,830,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE CONSTRUCTION OF A PARKING GARAGE AT CRAWFORD AND HIGH STREETS." On motion of Mr. Simpson and seconded by Mrs. Lucas, the ordi- nance was adopted on final reading, and by the following vote: Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle' Nays: None 86-308 Public Hearing on rezoning application: (a) Z 86-15 CHURCHLAND NEIGHBORHOOD: Rezoning application by Larry N. Frost, Vice President of the Cogentrix Leasing Corporation, to rezone a par, of land lying north of the Norfolk, Franklin, and Danville, Railway and southeast of Wild Duck Lane, from Residential R-60 to Industrial M-2-K Conditional, recessed from the Public Hearing of September 9, 1986. The following letter was received: "We are continuing to develop alternates to our proposed West orfolk Road coal unloading site. Because the. alternates under require complex engineering and licensing considerations, we hav~ been advised that rulings from the governing agencies will not be received until early December. If those rulings are unfavorable then would request the City of Portsmouth to consider our request for rezoning. We feel that by early December we will be able to reasonably predict the outcome of our licensing efforts. Therefore, we request a deferment of the rezoning issue until the council meeting schedule for December 9, 1986. We appreciate the interest and patience of the City of Ports- mouth in our project.
