October 14, 1986 <br /> <br />The following letter was presented: <br /> <br />"Re: GHP 86-- Parkview Neighborhood <br /> Northside Associates II Disposition Parcel 6G <br /> <br /> On behalf of Northside II Associates and the Portsmouth <br />~edevelopment and Housing Authority we hereby request that the abow <br />.eferenced application be deferred from the October 14, 1986 meetin <br />~f City Council ~ntil your November 25, 1986 session. <br /> <br />We have discovered contingencies involving subsoil conditions <br /> impact this project and require further investigation. Your <br />deration of this deferral is very much appreicated. <br /> <br /> If you have nay questions on this matter, please call me. <br />Signed by Michael Blaye, Assistant Director for Marketing and <br /> pment(PRHA). ' <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Simpson, that GHP 86-7 <br />deferred to the meeting of November 25, 1986, as requested, and <br /> adopted by unanimous vote. <br /> <br />86-343 - The'following ordinance approved on first reading at <br />meeting of September 16, 1986, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,830,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR THE CONSTRUCTION OF A PARKING GARAGE <br />AT CRAWFORD AND HIGH STREETS." <br /> <br /> On motion of Mr. Simpson and seconded by Mrs. Lucas, the ordi- <br />nance was adopted on final reading, and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle' <br />Nays: None <br /> <br />86-308 Public Hearing on rezoning application: <br /> <br />(a) Z 86-15 <br /> <br />CHURCHLAND NEIGHBORHOOD: Rezoning application <br />by Larry N. Frost, Vice President of the <br />Cogentrix Leasing Corporation, to rezone a par, <br />of land lying north of the Norfolk, Franklin, <br />and Danville, Railway and southeast of Wild <br />Duck Lane, from Residential R-60 to Industrial <br />M-2-K Conditional, recessed from the Public <br />Hearing of September 9, 1986. <br /> <br />The following letter was received: <br /> <br /> "We are continuing to develop alternates to our proposed West <br /> orfolk Road coal unloading site. Because the. alternates under <br /> require complex engineering and licensing considerations, we <br />hav~ been advised that rulings from the governing agencies will not <br />be received until early December. If those rulings are unfavorable <br /> then would request the City of Portsmouth to consider our request <br />for rezoning. <br /> <br /> We feel that by early December we will be able to reasonably <br />predict the outcome of our licensing efforts. Therefore, we request <br />a deferment of the rezoning issue until the council meeting schedule <br />for December 9, 1986. <br /> <br /> We appreciate the interest and patience of the City of Ports- <br />mouth in our project.
