71 <br /> <br />October 14, 1986 <br /> <br /> Motion Mr. Gray and seconded by Mr. Simpson, to adopt the <br />development plan and design guidelines for Olde Towne Southl, and <br />was adopted by unanimous vote. <br /> <br /> 86-373 Letter from the City Manager recommending adoption of <br />a motion approving the S~utheastern Virginia Areawide Model Program~ <br />Inc., for senior citizen services and transfer of $64,906 flrom the <br />~rants Contingency Account to support the grant. <br /> <br /> "I am pleased to inform you that the contract with the South- <br />eastern Virginia Areawide Model Program, Inc. has been re~e~ed. <br />Fhis contract provides $61,847 of Title III Older Americans Act <br />funds to Portsmouth for senior citizen services. <br /> <br /> We have exceeded last year's goals in providing home h~alth <br />care, homemaker and personal care, transportation~and denta~ service <br />to seniors. A total of 715 people were served at least once, over <br />3,218 hours of service were logged, and 10,737 miles of transporta- <br />tion were provided. <br /> <br /> The sume of $72,761 represents the total program cost for the <br />period of October 1, 1986 through September 30, 1987. Federal fund~ <br />($61,847) comprise 85% of the program and $10,914 of inkind service~ <br />represents ~he 15~ required local match. An additional $3,059 of <br />program income is projected and will be applied to additional units <br />of service. <br /> <br /> I recommend the approval of the program and ~he ~ransfer ~f <br />$6~,906 from the Grants Contingency Account to support this program. <br /> <br /> Motion of ~..Grap..~ a~d sedoP~ed <br />~i-ti~en services; that authorization th. be <br />~t~ng_e~c~ AccoUnt,aas requested, and was adopted by una~n~mous vote <br /> <br /> 86-374 Letter from the City Manager recommending adoption of <br />a motion accepting the Clean Community Program grant award and <br />transfer of $10,163 from the Grants Contingence Account. <br /> <br /> "I am pleased to announce that Ms. Lynn Hudson CommisSioner <br />for the Division of Litter Control, has authorized a grant award of <br />$8,163 for Portsmouth to continue the Clean Community Program. <br /> <br /> These funds are used to support the Clean Community Program, <br />provide assistance with litter control projects, puchase litter <br />receptacles, and augment the community awareness and education <br />program. The Portsmouth Beautification and Clean Community <br />%ommission has been very active and successful in promoting these <br />activities ~n the City, and we look forward to their continmed <br /> <br /> The grant award of $8,163 represents 100% state funding and no <br />local match is required. In addition to the grant award the <br />Portsmouth Beautification and Clean Community Commission gemerates <br />funds through their volunteer awards banguet, fund raising and <br />ionations. It is estimated that these efforts will result in <br />~2,000 of program income. Accordingly, I am requesting a transfer <br />~f $10,163 from the Grants Contingency Account to support t~e <br /> <br />~ Motion of Mrs. Lucas and seconded by Mr. Gray, to acce~t the <br />~lean Community Program grant award and that authorization ~e grante <br />to transfer $10,163 from the Grants Contingency Account, as requeste <br />and was adopted by unanimous vote. <br /> <br /> 86-375 Letter from the City Manager recommending adoption of <br />a motion refunding unused portion of Business License (without <br />interest), as follows: <br /> <br />(a) $1,266.40 to Harvey W.
