April 10, 2018 <br /> <br /> <br />-Requested that Timmons Group make presentation at an upcoming Public <br />Work Session. <br /> Dr. Patton, City Manager, will have staff contact consultants to plan an <br />o <br />upcoming Public Work Session presentation. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> STOP, Inc. Board meeting update. <br /> <br /> Planning Commission update. <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Councilman Moody asked if there was any legal reason as to why <br />Councilwoman Lucas-Burke cannot participate in PRHA Closed Sessions. <br /> Solomon Ashby, City Attorney, will do research and provide City Council <br />o <br />with an update. <br /> <br />-Councilman Moody asked why the sale of property by PRHA was sold at a <br />discount. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail Special Meeting update. <br /> <br />-Resignation of Superintendent Renaldo Myers and the appointment of <br />Lieutenant Colonel David Hackworth as Interim Superintendent. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed Meeting <br />pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with <br />legal counsel pertaining to actual or probable litigation, where such consultation in open <br />meeting would adversely affect the negotiating or litigating posture of the City, specifically <br />regarding Virginia International Gateway, Inc. v. City of Portsmouth, Virginia, Portsmouth <br />Circuit Court case number CL 16001427-00 and Virginia International Gateway, Inc. v. <br />City of Portsmouth, Virginia, Portsmouth Circuit Court case number CL 15002813-00; and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing <br />the investment of public funds where competition or bargaining is involved, where <br />discussion in an open session would adversely affect the bargaining position or <br />negotiating strategy of the City and the financial interest of the City, specifically regarding <br />the Southeastern Public Service Authority. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />3. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />4. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in the <br />meeting by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
