April 10, 2018 -Requested that Timmons Group make presentation at an upcoming Public Work Session. Dr. Patton, City Manager, will have staff contact consultants to plan an o upcoming Public Work Session presentation. -Councilwoman Lucas-Burke -  STOP, Inc. Board meeting update.  Planning Commission update.  Portsmouth Redevelopment and Housing Authority (PRHA) update. -Councilman Moody asked if there was any legal reason as to why Councilwoman Lucas-Burke cannot participate in PRHA Closed Sessions. Solomon Ashby, City Attorney, will do research and provide City Council o with an update. -Councilman Moody asked why the sale of property by PRHA was sold at a discount. -Councilman Clark -  Hampton Roads Regional Jail Special Meeting update. -Resignation of Superintendent Renaldo Myers and the appointment of Lieutenant Colonel David Hackworth as Interim Superintendent. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed Meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding Virginia International Gateway, Inc. v. City of Portsmouth, Virginia, Portsmouth Circuit Court case number CL 16001427-00 and Virginia International Gateway, Inc. v. City of Portsmouth, Virginia, Portsmouth Circuit Court case number CL 15002813-00; and pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing the investment of public funds where competition or bargaining is involved, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the City and the financial interest of the City, specifically regarding the Southeastern Public Service Authority. The motion was adopted by the following vote: Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 3. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 4. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
