<br />April 10, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 10, 2018 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Dr. <br />Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 128 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 10, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 129 - The following items were discussed in Public Work Session: <br /> <br />1. Active Shooter - Sergeant Scott Blystone, Police Department <br /> <br />18 - 130 - Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to go into Closed <br />Meeting pursuant to Virginia Code subsection 2.2-3711 A.19 for the purpose of discussing <br />plans related to the safety of persons using government buildings or structures. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in the <br />meeting by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> Councilman Whitaker asked if the City could prohibit weapons in City Hall. <br /> <br /> <br /> <br /> Solomon Ashby, City Attorney, will get back to City Council with whether or not <br />weapons can be prohibited in City Hall. <br /> <br />2. Internship and Fellowship Program - Elizabeth Gooden, Director of Human Resource <br /> Management <br /> <br />3. Snow Removal Plan - Youssef Khalil, Director of Public Works <br /> <br />4.
