March 13, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 13, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />Dr. Robert Earls, Sr., opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Smith, to approve the minutes of a <br />Called Meeting of February 26, 2018, of a Called Meeting of February 27, 2018, and of a <br />Regular Meeting of February 27, 2018, and was adopted by the following vote: <br /> <br />Ayes: Clark, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />Presentations: <br /> <br /> <br /> Presentation of a proclamation to Vice Mayor Psimas for “Women in Public Office <br />Day.” <br /> <br />- City Manager’s Report - <br /> <br />18 - 110 - Adoption of an ordinance accepting Aid-to-Localities funding received <br />during FY 2015 from the Virginia Department of Fire Programs in the amount of <br />$15,748 and appropriating said funds in the Grants Fund for use by the Department <br />of Fire, Rescue and Emergency Services to support fire and emergency services in <br />the City. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs (VDFP) has provided entitlement funds <br />to localities for more than twenty years through the Aid-to-Localities Funding. <br /> <br /> The funding assist Virginia cities, towns and counties by providing funds to pay for <br />training, construction of training centers, firefighter’s equipment and protective clothing. <br /> <br /> The funds are derived from one-percent of fire related insurance coverage and are <br />allocated based on population. <br /> <br />Discussion: <br /> <br /> During Fiscal Year 2015, City Council accepted and appropriated the estimated <br />allocation of $286,920 from VDFP on September 9, 2014 to support Suppression in the <br />Department of Fire, Rescue, and Emergency Services. <br /> <br /> The actual allocation for this funding was $302,668, a difference of $15,748. <br /> <br /> The city must complete and submit an annual report to the Department of Virginia <br />Fire Programs\\VDFP detailing the use of funds and the appropriation must match the <br />allocation from the state. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
