February 27, 2018 <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $10,650.00 by the Virginia Department of Motor <br />Vehicles provides funding for the Portsmouth Police Department. <br /> <br /> The City does have to provide an in-kind match of $5,325.00. The in-kind match <br />will be satisfied by previously budgeted vehicle fuel and maintenance costs. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,650 FROM THE <br />VIRGINIA DEPARTMENT OF MOTOR VEHICLES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT TO PURCHASE SPEED MEASUREMENT DEVICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 91 - Adoption of an ordinance amending the Education Category of the FY 2018 <br />Capital Improvement Fund budget to establish the Woodrow Wilson High School <br />Restroom Renovation Project and to transfer $240,000 to said Project from the IRC <br />Data Center Project. <br /> <br />Background: <br /> <br /> Portsmouth Public Schools (PPS) is requesting that $240,000 be shifted within the <br />Education Category of the FY 2018 Capital Improvement Fund budget. <br /> <br /> The $240,000 would be transferred from the IRC Data Center Project to a new <br />project, the Woodrow Wilson High School Restroom Renovation Project. <br /> <br />Discussion: <br /> <br /> During the design phase of the IRC Data Center project, it was determined that <br />significant electrical upgrades would be required prior to and in addition to the planned <br />upgrades for Center. The project was temporarily placed on hold and will be considered <br /> <br />for inclusion in the FY 2019 Capital Improvement Fund budget. <br /> <br /> The restrooms at Woodrow Wilson High School need to be renovated for <br /> <br />compliance with the American with Disabilities Act (ADA). <br /> <br /> PPS seeks to use the remaining FY 2018 funding originally budgeted for the IRC <br /> <br />Data Center to complete the Woodrow Wilson restroom renovations this summer. <br /> <br />Financial Impact: <br /> <br /> The action will transfer funds within the Education Category of the Capital <br />Improvement Fund budget and will not increase overall FY 2018 funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />1.
