Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, J. Herbert Simpson, Gloria O. Webb, <br />George L. Hanbury, City Manager. <br /> <br />Absent: Jack P. Barnes <br /> <br /> Dr. Darrell R. James, Pastor of Park View Baptist ChurCh, <br />opened the meeting with prayer, followed by the Pledge of Allegianc <br />to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes Of ~he <br />called meeting of October 14, 1986; minutes of the regular ~eeting <br />of October 14, 1986, were approved as received. <br /> <br />Mayor Holley welcomed all visxtors in attendance. <br /> <br /> 86-383(a] Mayor Holley presented Certificates of Apprec <br />to Ralph W. Gholson of the Portsmouth Redevelopment and HouSing <br />Authority; Dr. William H. Harris of the Supplemental Retirement <br />Board; Robert Wynn-Jackson of the Museums and Fine Arts CommisSion, <br />for services rendered. <br /> <br />UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br /> Vice Mayor Webb requested that Item 86~354(c) be removed from <br />the Consent Agenda. <br /> <br /> On-motien of Mrs. Webb and Seconded by Mr. Simpson, the follow- <br />ing items approved on first reading at the Public Hearing a~d <br />meeting of October 14, 1986, were adopted and by the following <br /> <br />86-354 <br /> <br />Rezoning and use permit applications, and amendment <br />to the City Code: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 86-21" <br /> <br />(b) <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO THOMAS <br />LENNIE HOLLAND FOR THE CONCERSION OF AN EXISTING <br />SINGLE-FAMILY DWELLING TO A DUPLEX RESIDENCE AT <br />638 MOUNT VERNON AVENUE (UP-86-12). <br /> <br /> WHEREAS, Thomas Lennie Holland has made application puFsu <br />§40-102 (B) for a use permi~ to convert an 638 Mount VernomAv <br />(%axMap 1S0, Parcel 21) which is located in the Port Norfolk HRstori <br />District; and <br /> <br /> WHEREAS, the applicant and the Planning Director have ~on~ all <br />things required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the <br />of a use permit with conditions for the ~onversion of the <br />single-family dwelling to a duplex residential strncture. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />Portsmouth, Virginia: <br /> <br />granting <br />existing <br /> <br />C%ty of <br /> <br />1. That the use for which the use permit is sought: <br /> <br /> (a) Will not adversely affect the health and safe~y of <br />persons residing in the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or injuriou <br />to the property or improvements in the neighborhood; and <br /> <br /> <br />
