January 23, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 23, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. <br />Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend John Cole, II opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of January 9, 2018, of a Regular Meeting of January 9, 2018, and of <br />a Called Meeting of January 16, 2018, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />Presentations: <br /> <br /> <br /> Presentation of proclamation to Tanya Weaver for “National Wear Red Day”. <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- Unfinished Business - <br /> <br />Consent Agenda: <br /> <br />18 - 13 - Use permits: <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolutions approved on first reading at the January 9, 2018 meeting, and was adopted <br />by the following vote: <br /> <br />18-13(a): <br /> <br />“RESOLUTION RESCINDING USE PERMIT UP-16-01 AND GRANTING A USE <br />PERMIT (UP-17-11) FOR THE CONSTRUCTION OF MULTI-FAMILY HOUSING AT 1 <br />LEXINGTON DRIVE. <br /> <br /> <br />WHEREAS, <br /> Portsmouth Redevelopment and Housing Authority, the owner of the <br />subject property, by and through its agent Scott Chewning, has made application <br />pursuant to Section 40.1-2.3B of the Code of the City of Portsmouth, Virginia (2006) for <br />the granting of a use permit for the construction of multi-family housing at 1 Lexington <br />Drive, Portsmouth, Virginia; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the granting of the <br />application for a use permit with conditions; and <br /> <br />WHEREAS <br /> , the use permit granted by this Resolution UP-17-11 replaces Use <br />Permit UP-16-01 granted on February 23, 2016 by City Council Resolution R-16-07, <br />which is hereby rescinded. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1.
