January 9, 2018 <br /> <br />- Unfinished Business - <br /> <br />17 - 533 - Use permit: <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to adopt the following <br />ordinance approved on first reading at the December 12, 2017 meeting, and was adopted <br />by the following vote: <br /> <br />17-533(a): <br /> <br />“ORDINANCE TO AMEND CHAPTER 40.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO ZONING FOR THE PURPOSE OF <br />AMENDING SELF-SERVICE STORAGE REGULATIONS, INCLUDING BY AMENDING <br />SUBSECTION 40.1-4.3(C)(10) AND SECTION 40.1-8.3.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following ordinance <br />approved on first reading at the December 12, 2017 meeting, and was adopted by the <br />following vote: <br /> <br />17-533(b): <br /> <br />“ORDINANCE TO AMEND CHAPTER 40.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO ZONING FOR THE PURPOSE OF <br />AMENDING SIGNAGE REGULATIONS, INCLUDING BY AMENDING AND <br />RESTATING SECTIONS 40.1-5.11 (SIGNAGE) AND 40.1-6.5 (NONCONFORMING <br />SIGNS) IN THEIR ENTRETY, AMENDING SECTION 40.1-8.3 (DEFINITIONS), <br />AMENDING SECTION 407 OF APPENDIX B, AND DELETING SECTION 607 OF <br />APPENDIX B.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />18 - 14 - Adoption of an ordinance accepting a Kids Meals Program grant in the <br />amount of $628,207.20 from the U.S. Department of Agriculture Child and Adult <br />Care Food Program administered through the Virginia Department of Health and <br />appropriating said funds in the FY 2018 Grants Fund for use by the Department of <br />Parks, Recreation and Leisure Services to provide meals and snacks authorized <br />under the Kids Meals Program. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a reimbursement grant through the Virginia <br />Department of Health from United States Department of Agriculture (USDA) for the Child <br />and Adult Care Food Program (CACFP) Kids Meals Program effective September 2017 <br />administered by the Department of Parks, Recreation & Leisure Services. <br /> <br /> The program provides an evening snack and a dinner meal at the four (4) <br />Recreation Centers, one (1) Day Treatment Facility, three (3) private community <br />organizations, three (3) Middle Schools, one (2) High School and at ten (8) Elementary <br />School 6 TO SIX sites during the school year when children are out of school, and <br />therefore may not otherwise receive a proper nutritious meal. <br /> <br />Discussion: <br /> <br /> The Kids Meals Program for 2017-2018 school year will include four (4) Recreation <br />Center sites and ten (10) 6 TO SIX After school Care sites, three (3) Middle School, one <br />(1) Day Treatment program, three (3) private community organizations and one (1) High <br />School. <br /> <br /> <br /> It is estimatedthat the program will serve 346 snacks and 1100 dinners daily. <br /> <br /> <br /> <br /> <br /> <br />
