Whitaker <br />Council Liaison to the School Board <br />Minority and Women Business Enterprises Committee (Chair) <br />The Planning Council <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to close nominations and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />18 - 13 - Public hearing on use permit applications: <br /> <br />(a) UP-17-11 BRIGHTON/PRENTIS PARK - Scott Chewning, with Pennoni <br />Associates Inc., on behalf of Portsmouth Redevelopment and <br />Housing Authority (PRHA) is requesting to amend a Use Permit <br />approved in 2016 to redevelop the Lincoln Park community located <br />at 1 Lexington Drive. Where the original project approved in 2016 <br />contained 178 apartment units on 15 +/- acres, they are now <br />proposed to construct in phases 160 three story multi-family <br />townhomes along with associated parking lots, landscaping, and an <br />activity center. The property is currently zoned Urban Residential – <br />High (UR-H) and is designated on the Future Land Use Plan Map in <br />the Comprehensive Plan as Multifamily Residential. <br /> <br /> Scott Chewning 349 Southport Circle, Virginia Beach, VA, spoke in behalf of the <br /> <br />applicant. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to concur with the <br />recommendation of the Planning Commission that UP-17-11 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />(b) UP-17-12 UPTOWN - Brian K. Johnson requests a Use Permit for a childcare <br />center at 2115 High Street in the Downtown, D-2, zoning district. The <br />Comprehensive Plan designates the property as part of a mixed use <br />corridor. <br /> <br /> Brian Johnson, 1000 Artisan Avenue, Chesapeake, VA, spoke in behalf of the <br /> <br />applicant. <br /> <br />1. Sergio Neal, 1560 Darren Circle, spoke in support of this item. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to concur with the <br />recommendation of the Planning Commission that UP-17-12 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
