<br />At a Regular Meeting of the City Council on Tuesday, December 12, 2017, there
<br />were present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Dr. Mark
<br />M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. Pettis Patton, City
<br />Attorney Solomon H. Ashby, Jr.

<br />Pastor Terry Taylor opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of November 27, 2017, of a Called Meeting of November 28, 2017,
<br />and of a Regular Meeting of November 28, 2017, and was adopted by the following vote:

<br />- Public Hearing -
<br />
<br />17 - 533 - Public hearing on a code amendment applications:
<br />
<br />(a) CA-17-03 CITYWIDE - Robert C. Barclay, IV, on behalf of Partnership
<br />Development Foundation, Inc. is requesting amendments to the text
<br />of the Zoning Ordinance to amend the Use Specific Standards for
<br />Self Service Storage found in Section 40.1-4.3(C) (10). The
<br />proposed revisions would allow for multi-story self-service storage
<br />facilities, which are now prohibited by the Ordinance. The proposed
<br />amendments would continue to allow single story self-storage
<br />facilities, but would allow multistory facilities with appropriate
<br />development standards. The proposed amendments include a
<br />revision to the definitions to reference self-service storage rather
<br />than mini-warehouse, and accommodate both single and multi-story
<br />facilities.

<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to concur with the
<br />recommendation of the Planning Commission that CA-17-03 be approved on first reading,
<br />and was adopted by the following vote:

<br />
<br />(b) CA-17-04 CITYWIDE - The City of Portsmouth proposes to amend the text of
<br />the Zoning Ordinance to repeal and replace Section 40-1-5.11,
<br />Signs, which sets out the standards and requirements for all forms
<br />of signs, permanent and temporary, and consolidates all sign
<br />provisions into a single location within the Zoning Ordinance. These
<br />amendments are proposed to comply with the recent U.S. Supreme
<br />Court case of Reed v. Town of Gilbert, AZ and to include signs that
<br />were not previously addressed by the sign regulations, such as wind
<br />sail signs and electronic LED signs.
