November 10, 1986 <br /> <br /> WHEREAS, the Council of the City of Portsmouth and the Portsmou h <br /> ation to the General Assembly of Virginia will hold its annual <br />~ublic conference for discussion of Legislative Proposals for 1987; <br /> <br /> WHEREAS, the public is invited to attend and observe the public <br />zonference and the discussion of the City's Legislative Proposals <br />for 1987. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> , Virginia, that a public conference be held with the <br />Portsmouth Delegation to the General Assembly of Virginia at the <br />Briefing Center, 3rd. Floor, Central Fidelity Bank Building on <br />Wovember 12, 1986 at 6:30 P. M. at which time the Council will revi¢ <br />its Legislative Porposals for 1987." <br /> <br />Ayes: Barnes, Corprew, Gray, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 86-418 - A resolution was presented from the Council requesting <br />the United States Navy properly control and dispose of contaminated <br />~ater. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, the following <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE UNITED STATES NAVY ro PROPERLY <br />CONTROL AND DISPOSE OF CONTAMINATED WATER CONTAINING TRI-BUTYL <br />Tiq~yBE);AIfD~FURTHE~ REQUESTING THE U.S. NAVY TO PROVIDE <br />CONTINUING PROCEDURES FOR MONITORING AND DISPOSAL OF SAID <br />CONTAMINATED WATER. <br /> <br /> WHEREAS, in ccnnection with construction of the steam <br /> lant of the U. S. Navy at the Norfolk Naval Shipyard, Portsmouth, <br />¢irginia, the U. S. Navy, by and through its agents and contractors <br />~as caused to be stored on its property 400,000 gallons of water <br />aontaminated with the toxic chemical tri-butyl tin (TBT); and <br /> <br />WHEREAS, TBT has been determined to be hazardous to marine lif <br />exist in the Hampton Roads area. <br /> <br /> WHEREAS, the U. S. Navy has not developed a suitable plan for <br />iisposal of said contaminated water; and <br /> <br /> WHEREAS, TBT has been used to clean the cooling towers of the <br />~team generating plant under construction and the residue of this <br />zleaning process remains in the cooling tower; and <br /> <br /> WHEREAS, the TBT will eventually be introduced into th~ City o <br />Portsmouth sewage system when the steam generating plant is operat- <br />ional; and <br /> <br /> WHEREAS, introduction of TBT into the City of Portsmouth Sewag, <br />treatment system in the future will require that the City develop <br />~nd implement an expensive treatment process in order to be able to <br />]ispose of the sewage and the sludge derived therefrom; and <br /> <br /> WHEREAS, sufficient and accepted chemical methodology presentl~ <br />~xist to identify and treat water and sewage contaminated with TBT;' <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> , Virginia, that the United States Navy be, and hereby is <br /> uested to properly control and dispose of water contaminated wit~ <br />tri-butyl tin (TBT) from its steam generating plant by a method or <br /> s to be approved by the State Water Control Board to reduce <br />the toxicity of such contaminated water to acceptable levels as <br /> ~roved by the State Water Control Board. <br /> <br /> <br />
