This program is funded through a HUD <br />grant, Community Development Block Grant funds and the Portsmouth <br />Partnership. It was established by the Small & Minority BuSiness <br />Enterprise Committee as an economic tool for developing new business <br />in Portsmouth. <br /> <br /> The program assists entrepreneurs in knowing what it's like to <br />)e a business owner; examines how well their ideas fit the local <br />narket; and helps them sell their idea to potential investors and <br />Lenders. The members of the Small 8 Minority Business Enterprise <br />~ommittee will be working with the entrepreneurs to establish their <br />~usiness in Portsmouth after they finish the program. The Pertsmout <br />~ertified Development Program will be one of the financing sources <br />~vailable to these new businesses, <br /> <br /> I feel that the combined and coordinated efforts of the Small <br />4inority Business Enterprise Committee, the Portsmouth Certified <br />3evelopment Corporation and now the Small Business Development Pro- <br />~ram, provide a full compliment of services and a variety of finan- <br />zial opportunities for this category of business development in our <br />2ity. Accordingly, I recommend that $17,750 be transferred from <br />~rants Contingency Account to cover program expenditures. The busi- <br />ness management training component of the program will be sponsored <br />~y Norfolk State University, Old Dominion University and Tidewater <br />~ommunity College; and, $17,750 will be generated in tuition for <br />~he program.!' <br /> <br /> Motion of Mr. <br />~ion be granted to <br />Development Syste~m <br />~ote. (6-0) <br /> <br />gimpson and seconded by Mrs. Webb, that aut] <br />transfer $17,750 to fund the Small Business <br />Program, as requested, and was adopted by <br /> <br /> 86-412 Letter from the City Manager recommending adoption of <br />a motion to transfer $33,300 from the Grants Contingency Fumd to <br />support Highway Safety programs. <br /> <br /> "I am pleased to inform you of the award of $33,300 to ~und the <br />5elective Enforcement and Sobriety Checkpoint programs in response <br /> our proposals. <br /> <br /> During 1985, a total of 541 persons were arrested for driving <br />ander the influence. Sobriety checkpoint sessions will be <br />~wice a month in high accident/high ~raffic areas ~o continue enforc <br />nent activities. Based upon five previous checkpoint sessiens, it <br />is anticipated that eight DUI arrestsZsessions will be made. <br /> <br /> Selective enforcement activities will also be continued for a <br />second year. To date this year, 2,846 accidents have occurred in <br />Portsmouth. Causes included speeding, following too close, failure <br /> <br /> <br />
