<br />November 14, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 14, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 483 - Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 14, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 484 - The following items were discussed in Public Work Session: <br /> <br /> Mayor Rowe congratulated Vice Mayor Cherry on being elected City Treasurer. <br /> <br /> <br /> <br /> <br />Introduction of Dr. Lauren James, Public Health Director - Dr. Patton, City Manager <br /> <br />1. Integrated Management Group (IMG) 2017 Season Review - Ken McDonald, <br />President, IMG <br /> <br /> <br />Councilman Moody asked what the net revenue minus the debt service was on the <br />Pavilion. <br /> <br />-Dr. Patton, City Manager, indicated she would provide City Council with that <br />information. <br /> <br /> <br />Councilman Whitaker asked of the 89,000 that attended the Pavilion what <br />percentage of demographics were captured by IMG. <br /> <br />2. Community Health Center - Barbara Willis, Hampton Roads Community Health <br /> Center <br /> <br />3. City Manager Report/Report Backs <br /> <br />-Temporary recycling process - <br /> <br /> <br />Councilman Whitaker asked Dr. Patton, City Manager, what additional cost the <br />City is paying now that the recyclables are included in the tonnage to <br />Wheelabrator. <br /> <br /> Mayor Rowe asked for and received consensus of City Council ruling Councilman <br /> <br />Whitaker out of order. <br /> <br /> <br />-Firefighter overtime update - <br /> <br /> Mayor Rowe asked for and received a consensus from a majority of City Council to <br /> <br />have Dr. Patton, City Manager, come back with an analysis of the staffing needs of <br />the Fire Department. <br /> <br /> <br /> <br />Councilman Whitaker asked for a comparison of the amount spent for overtime <br />this year versus previous years. <br /> <br />17 - 485 - Motion by Ms. Psimas, and seconded by Mr. Moody, go into closed meeting <br />pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing the <br />appointment of specific public officers, specifically regarding the contract between the <br />City and the City Assessor. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br />
