October 24, 2017 <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council include a provision <br /> in the reauthorization of the National Flood Insurance Program that would allow for <br /> installment payments on flood insurance premiums. <br /> <br /> There was a consensus of City Council to have Solomon Ashby, City Attorney, amend <br /> <br />the Federal Legislative Package to include language that would allow those that own <br />their homes to make installment payments on flood insurance premiums. <br /> <br />“RESOLUTION ENDORSING THE CITY’S 2018 FEDERAL LEGISLATIVE PACKAGE <br />th <br />FOR THE 115 CONGRESS. <br /> <br /> WHEREAS, <br />the United States Congress deals with a broad range of issues that <br />affect local government both directly and indirectly; and <br /> <br />WHEREAS, <br /> the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, <br />these concerns need to be made known to Portsmouth's <br />congressional delegation so that they may be transmitted for consideration by the Senate <br />and the House of Representatives. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it endorses the positions listed on Exhibit A hereto for inclusion in the <br />Legislative Package for consideration by the 115th Congress and directs that both this <br />Resolution and the Legislative Package be forwarded to the City’s congressional <br />representatives. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager and/or her designee(s) are <br />hereby authorized and directed to provide necessary input and clarification during the <br />th <br />115 Congress session and to carry out other activities as needed to assist in attaining <br /> <br />the goals and objectives contained in the City’s 2018 Legislative Package.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 469 - Adoption of a motion to permit Holly Lane Ferguson to adopt a <br />Portsmouth Police Department Mounted Patrol Unit Horse, “Emily”, a 16 Hand <br />Brown Thoroughbred Mare. <br /> <br />Background: <br /> <br /> The Mounted Patrol Unit provides security and valuable public relations work to <br /> <br />various events and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the city and assists with the <br />search and apprehension of violent offenders. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) is retiring one working horse assigned <br />to the Mounted Patrol Unit, a 16 Hand Brown Thoroughbred Mare, named “Emily”. <br /> <br /> “Emily” is medically unfit due to her age and health for continued use by the <br />Mounted Patrol Unit. <br /> <br /> Holly Lane Ferguson, a resident of Suffolk, has agreed/requested to adopt the <br />horse. <br /> <br /> The adopter agrees to abide by the Virginia Anti-Cruelty Laws, Animal Welfare <br />Laws 1992, and Code of Virginia §3.2-6570. <br /> <br /> A visual inspection by the Mounted Patrol Unit found the adopter’s facilities to be <br />exceptional and surpassing the standards required by applicable animal care laws. <br /> <br />Financial Impact: <br /> <br /> <br /> There are no costs to the city for this adoption. <br /> <br /> The city will relinquish all responsibilities for the feeding, care, upkeep, overall <br /> <br />well-being and any liability related to this horse. <br /> <br /> <br /> <br /> <br />
