October 10, 2017 <br /> <br />- New Business - <br /> <br />17 - 448 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />17 - 449 - Items Submitted by Council Members <br /> <br />Adoption of a resolution expressing the desire to relocate the High and Court <br /> <br />Street statue honoring confederate soldiers to the Cedar Grove Cemetery as soon <br />as the governing state law clearly permits. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Cherry, to adopt a resolution <br />expressing the desire to relocate the High and Court Street statue honoring confederate <br />soldiers to the Cedar Grove Cemetery as soon as the governing state law clearly permits. <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Cherry, to amend the resolution with <br />the following language, and was denied by the following vote: <br /> <br />1. Change the header of the resolution to the following: <br /> <br />“Resolution expressing the desire to relocate the Confederate monument at the <br />intersection of High Street and Court Street to a site as determined by City Council as <br />soon as the law is clarified by the Portsmouth Circuit Court Declaratory Judgement” <br /> <br />2. Change paragraph 2 to the following: <br /> <br />“Whereas, the City has identified possible sites for the relocation of the Confederate <br />monument” <br /> <br />3. Change paragraph 4 to the following: <br /> <br />“Now, therefore, be it resolved by the Council of the City of Portsmouth, Virginia that the <br />City Council desires that the Confederate monument currently located at the intersection <br />of High Street and Court Street be relocated to a site deemed appropriate by City Council <br />as soon as the law is clarified by the Portsmouth Circuit Court Declaratory Judgement” <br /> <br />1. Ann Stewart, 3605 Lilac Drive, spoke in opposition to this item. <br /> <br />2. Cliff Pace, 465 Primrose Street, spoke in opposition to this item. <br /> <br />3. Denise Harrell, 200 Pine Bluff, spoke in opposition to this item. <br /> <br />4. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />5. Michael Gray, 242 Constitution Avenue, spoke in opposition to this item. <br /> <br />Ayes: Cherry, Lucas-Burke, Whitaker <br />Nays: Moody, Psimas, Rowe <br />Abstain: Clark (opposed to original motion) <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Cherry, to amend the resolution <br />deleting the language “as soon as the governing law clearly permits”, and was denied by <br />the following vote: <br /> <br />Ayes: Cherry, Lucas-Burke, Whitaker <br />Nays: Clark, Moody, Psimas, Rowe <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Cherry, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
