October 10, 2017 <br /> <br />“RESOLUTION EXPRESSING THE DESIRE TO RELOCATE THE CONFEDERATE <br />MONUMENT AT THE INTERSECTION OF HIGH STREET AND COURT STREET TO <br />THE CEDAR GROVE CEMETERY AS SOON AS THE GOVERNING STATE LAW <br />CLEARLY PERMITS. <br /> <br />WHEREAS, <br /> Confederate monuments erected in an earlier era in communities <br />throughout the South, including Portsmouth’s monument to the Confederate dead, have <br />become a source of divisiveness; and <br /> <br />WHEREAS, <br /> Cedar Grove Cemetery contains graves of Confederate soldiers who <br />perished in the Civil War; and <br /> <br />WHEREAS, <br /> the City has taken action to clarify the meaning of those state code <br />provisions relating to the relocation of war memorials; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City Council desires that the Confederate monument currently located at <br />the intersection of High Street and Court Street be relocated to Cedar Grove Cemetery <br />as soon as the governing laws clearly permits its relocation.” <br /> <br />Ayes: Cherry, Lucas-Burke, Whitaker, Rowe <br />Nays: Clark, Moody, Psimas <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to add an item to the agenda, <br />and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas <br />Nays: Cherry, Whitaker, Rowe <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to hold a referendum on the <br />relocation of the confederate monument, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas <br />Nays: Cherry, Whitaker, Rowe <br /> <br /> Ms. Psimas spoke on the following upcoming events: <br /> <br /> <br />-Annual Great Chesapeake Schooner Race events, Friday, October 13 and <br />Saturday, October 14, 2017. <br /> <br />-Farmers Market, 9 am - 1 pm. <br /> <br />-Norfolk Naval Shipyard Job Fair, Saturday, October 14, 10 am - 2pm at Tidewater <br />Community College Portsmouth Campus. <br /> <br />-Portsmouth Homeless Assistance Day, Thursday, October 19, 2017, 9 am – 2 pm <br />at the Neighborhood Recreational facility, 900 Elm Avenue. <br /> <br /> Mr. Moody asked Dr. Patton, City Manager, to provide a briefing on the panhandling <br /> <br />in the Arts District. <br /> <br /> <br /> Dr. Patton, City Manager, provided an update on panhandling in the City and also the <br />issue of homelessness. <br /> <br /> Dr. Whitaker asked Dr. Patton, City Manager, to provide a briefing at the next Public <br /> <br />Work Session on the issue of overtime for firefighters.
