September 12, 2017 <br /> <br /> <br /> The services provided by CSA for FY 2017 were all for mandated populations. <br />Funding set aside for non-mandated populations was in the amount $152,670 and was <br />used to cover the cost of mandated expenditures. <br /> <br /> The services for FY 2017exceeded the total state allocation of $1,879,877. DSS <br />has requested supplemental allocation funds from the state in the amount of $189,394 to <br />cover the balance for expenditures accrued in FY 2017. <br /> <br />Financial Impact: <br /> <br /> The CSA Supplemental Allocation will require a cash match of $44,632, which was <br />has previously been appropriated. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING CHILDREN’S SERVICES ACT SUPPLEMENTAL <br />FUNDING IN THE AMOUNT OF $189,394 FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES INTO THE FY 2017 CHILDREN’S SERVICES ACT FUND.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 391 - Adoption of an ordinance accepting a Local Emergency Management <br />Program grant in the amount of $57,992 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2018 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services for emergency <br />management equipment, supplies, and training. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities in <br />the State funding allocations from the U.S. Department of Homeland Security (DHS) <br />Federal Emergency Management Agency (FEMA). Appropriation authority for this <br />program is the Department of Homeland Security. <br /> <br /> Use of this program funding allows for safer localities throughout the <br />Commonwealth as well provides for preparation, response and recovery to occur <br />effectively when an emergency or disaster happens. <br /> <br />Discussion: <br /> <br /> The Department of Fire, Rescue and Emergency Services was awarded a total of <br />$57,992 through the Local Emergency Management Program Grant. <br /> <br /> The program funds allows for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the city <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br />Financial impact: <br /> <br /> The grant requires a local cash match which is met through the Department of Fire, <br />Rescue and Emergency Services FY 2018 budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will take the necessary budgetary action. <br /> <br /> <br /> <br /> <br /> <br />
