September 12, 2017 <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />(DBHDS) issues a performance contract to each CSB on an annual basis. The <br />Performance Contract specifies the services to be rendered for the next fiscal year <br />relative to budgeted funding committed to each CSB for the funding period. <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services (PDBHS) <br />operating budget is approved annually by City Council during the City’s budget process. <br />The Performance Contract displays this budget in the format required by the State. <br /> <br />Financial Impact: <br /> <br /> The City must approve the Performance Contract in order to receive allocations of <br />State and Federal funds from the DBHDS Office of Support Services. The projected State <br />and Federal allocations for Fiscal Year 2018 are $5,315,583 and $1,174,172 for a total of <br />$6,489,755. The City is required to give PDBHS a minimum of 10% of the total budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of a resolution to approve the FY 2018 Performance Contract for the <br />DBHDS. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO APPROVE THE FY 2018 PERFORMANCE CONTRACT FOR THE <br />DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES. <br /> <br /> WHEREAS, <br />the Virginia Department of Behavioral Health and Developmental <br />Services annually issues a performance contract to each local community services board <br />(CSB) specifying the services to be rendered by the CSB for the next fiscal year relative <br />to funding budgeted; and <br /> <br />WHEREAS, <br /> the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services’ FY 2018 Performance Contract in order to receive <br />funding from the Commonwealth. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br /> <br />Services’ FY 2018 Performance Contract.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />17 - 402 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />17 - 403 - Items Submitted by Council Members <br /> <br /> Ms. Psimas spoke on the following upcoming events: <br /> <br />st <br /> <br />-Lightship Portsmouth 101 Birthday celebration, Saturday, September 16, 2017, <br />10 a.m. - 5 p.m. <br />th <br /> <br />-5 Annual Craft Beer and Wine Festival, Saturday, September 16, 2017, at the <br />Portsmouth Pavilion, 2 p.m. - 6 p.m. <br /> <br />-Community Meeting, Monday, September 18, 2017, 7 p.m., at Cradock Middle <br />School, 21 Alden Avenue. <br /> <br />-Concert at the Portsmouth Pavilion, Thursday, September 21, 2017. <br />th <br /> <br />-70 Annual Fish Bowl Parade and football game.
