September 12, 2017 <br /> <br />Background: <br /> <br /> The Jail Mental Health Program was established to assist incarcerated individuals <br />at the Hampton Roads Regional Jail (HRRJ) who have been diagnosed with a Severe <br />Mental Illness (SMI) with counseling support and discharge planning needs. The grant <br />project provides individual therapy, group therapy and case management services that <br />will allow for a seamless transition from jail back into the community, with the goal of <br />reducing recidivism. <br /> <br /> Staffing for the Jail Mental Health Program through Portsmouth Department of <br />Behavioral Healthcare Services consists of a Program Administrator, Clinical <br />Therapist/Pre-screener, and Case Management staff which began employment on May <br />8, 2017The $939,435.00, 18-month reimbursement grant is from theVirginia <br />. <br />Department of Criminal Justice Services. <br /> <br /> <br />Discussion: <br /> <br /> According to the Code of Virginia, Portsmouth Department of Behavioral <br />Healthcare Services (PDBHS) is the lead agency responsible for all emergency <br />evaluations within its catchment area where this institution is located. HRRJ will remain <br />the fiscal agent while PDBHS will hire the appropriate staff that will carry out the <br />responsibilities of the grant. PDBHS was chosen to take the lead on staffing due its <br />expertise in mental health. <br /> <br /> The project will deliver the best outcomes by providing evidence-based treatment <br />experiences and combined education on both substance use and criminal thinking and <br />behaviors. Providing mental health interventions in the jail will be directed towards <br />diversion and /or stabilization of those participating, which not only is effective treatment, <br />but has the effect of helping the HRRJ with reducing recidivism. <br /> <br /> Under the proposed contract, PDBHS will pay the salaries and fringe benefits as <br />services are rendered and invoice HRRJ accordingly. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING JAIL MENTAL HEALTH PROGRAM GRANT FUNDING IN <br />THE AMOUNT OF $939,435 AWARDED BY THE VIRGINIA DEPARTMENT OF <br />CRIMINAL JUSTICE SERVICES AND ADMINISTERED BY THE SUBRECIPIENT, <br />HAMPTON ROADS REGIONAL JAIL, AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL <br />HEALTHCARE SERVICES TO FUND THERAPY AND CASE MANAGEMENT <br />SERVICES AT THE REGIONAL JAIL.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 401 - Adoption of a resolution to approve the FY 2018 Performance Contract <br />for the Department of Behavioral Healthcare Services. <br /> <br />Background: <br /> <br /> Community Service Boards (CSBs) must submit their performance contracts to the <br />local governments in their service areas for review and approval, pursuant to Section <br />37.2-508 or Section 37.2-608 of the Code of Virginia, as applicable, which require <br />approval of the contracts by September 30, 2017. <br /> <br /> <br /> <br /> <br /> <br /> <br />
