August 8, 2017 <br /> <br />Background: <br /> <br /> The Virginia Commission for the Arts (VCA) annually awards grants for art <br />programs and performances to localities through their Local Government Challenge <br /> <br />Grant. <br /> <br /> <br /> VCA will match, up to $5,000, tax monies given by localities to art organizations. <br /> <br />Discussion: <br /> <br /> The Department of Museums was awarded $4,500 to help support Tidewater Arts <br />Outreach (TAO). TAO matches artists with opportunities to share their creativity and <br />compassion in support of residents in Hampton Roads who are in nursing homes, <br /> <br />hospitals, shelters and other facilities. <br /> <br /> <br /> TAO will conduct 30 art outreach programs in Portsmouth. <br /> <br />Financial Impact: <br /> <br /> The match for this grant is currently in the Department of Museums’ FY 2018 <br /> <br />Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> In addition, the Director of Museums will meet with the Executive Director <br />of TAO to discuss the grant; the guidelines and deadline for completion of the project; <br /> <br />and submit the necessary paperwork to VCA on or before the required deadline. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Moody, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A LOCAL GOVERNMENT CHALLENGE GRANT IN THE <br />AMOUNT OF $4,500 FROM THE VIRGINIA COMMISSION FOR THE ARTS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF MUSEUMS TO SUPPORT THE TIDEWATER ARTS OUTREACH <br />PROGRAM.” <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 345 - Adoption of an ordinance accepting with appreciation a donation of $500 <br />from the Business Consortium for Arts Support through its Gold Key/PHR <br />fundraising project and appropriating said funds to the FY 2018 Grants Fund for <br />use by the Department of Museums to support the exhibit “The Underground <br />Railroad: Photographs of a Path to Freedom”. <br /> <br />Background: <br /> <br /> The Business Consortium for Arts Support recognizes that the vitality and growth <br />of local arts and cultural institutions is essential to healthy development of the community <br /> <br />and quality of life for citizens. <br /> <br /> The Business Consortium for Arts Support provides monetary assistance to <br />organizations through its fundraising project with the Gold Key/PHR and Celebration of <br /> <br />the Arts Opening Weekend. <br /> <br />Discussion: <br /> <br /> The Portsmouth Arts & Cultural Center was awarded a one-time gift of $500 for <br />programming associated with the exhibit The Underground Railroad: Photographs of a <br /> <br />Path to Freedom. <br /> <br /> The gift has been awarded with no restrictions. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no matching funds requirement for this gift. <br /> <br /> <br /> <br /> <br /> <br />
