August 8, 2017 <br /> <br />17 - 343 - Adoption of an ordinance accepting Public Assistance Grant revenue in <br />the amount of $448,202.32 from the Virginia Department of Emergency <br />Management (VDEM) and the Federal Emergency Management Agency (FEMA) for <br />reimbursement of costs associated with Hurricane Matthew and increasing FY 2018 <br />General Fund revenue by $133,031.64, FY 2018 Public Utilities Fund revenue by <br />$44,487.66, FY 2018 Waste Management Fund Revenue by $268,563.30, and FY <br />2018 Golf Fund revenue by $2,119.72. <br /> <br />Background: <br /> <br /> On October 7-8, 2016, Hurricane Matthew brought heavy rains and winds to the <br />region. City costs associated with the preparation for the event and repairs and clean-up <br />after the event were submitted as part of the Public Assistance Grant Program through <br /> <br />VDEM and FEMA. <br /> <br /> FEMA has approved total costs of $492,530.03. Under the Program, the federal <br />share of the total approved cost is 75% and the non-federal share is 25% (16% state and <br />9% local). Therefore, FEMA will provide the city with a reimbursement in the amount of <br />$369,397.52 (75% of the approved cost), and VDEM will provide the city with a <br /> <br />reimbursement in the amount of $78,804.80 (16% of the approved cost). <br /> <br /> The purpose of this ordinance is to accept the total reimbursement provided by <br /> <br />FEMA and VDEM ($448,202.32) as revenue. <br /> <br />Discussion: <br /> <br /> <br /> City staff is following the grant program guidelines and federal regulations. <br /> <br /> The revenue reimbursement will be made to the city once the award package is <br /> <br />signed. <br /> <br />Financial Impact: <br /> <br /> FY 2018 revenue will be increased in each fund as follows: General Fund revenue, <br />$133,031.64; Public Utilities fund revenue, $44,487.66; Waste Management fund <br /> <br />revenue, $268,563.30; and Golf Fund revenue, $2,119.72. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments.
