August 8, 2017 <br /> <br />- City Manager’s Report - <br /> <br />17 - 341 - Adoption of an ordinance accepting a Conference and Education <br />Assistance Program grant in the amount of $15,000 from the Virginia Department <br />of Fire Programs and appropriating said amount in the FY 2018 Grants Fund for <br />use by the Department of Fire, Rescue and Emergency Services in connection with <br />the Women in Public Service Conference. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs (VDFP) administers the Conference and <br />Education Assistance Grant Program. <br /> <br /> The purpose of the VDFP Conference and Education Assistance Grant Program <br />is to provide financial assistance for training conferences and seminars sponsored by <br />Virginia-based non-profit organizations that further the professional development and <br />education of fire and emergency services personnel throughout the Commonwealth. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Fire, Rescue and Emergency Services was <br />awarded $15,000 to assist with the 2018 Women in Public Service Conference. <br /> <br /> The funds will be utilized to cover the expenditures for the instructor’s inclusive <br />fees, production of presentation materials, supplies and equipment, as per the grant <br />policy. <br /> <br />Financial Impact: <br /> <br /> There is no requirement for a local cash match and\\or in-kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A CONFERENCE AND EDUCATION ASSISTANCE <br />PROGRAM GRANT IN THE AMOUNT OF $15,000 FROM THE VIRGINIA <br />DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES IN CONNECTION WITH THE WOMEN IN PUBLIC SERVICE <br />CONFERENCE.” <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 342 - Adoption of an ordinance accepting an Aid to Local Ports Program grant <br />in the amount of $25,000 from the Port of Virginia and appropriating said funds in <br />the FY 2018 Grants Fund for disbursement by the Department of Parks, Recreation <br />& Leisure Services in connection with the construction of the Elizabeth River <br />Project River Academy at Paradise Creek Nature Park. <br /> <br />Background: <br /> <br /> The City of Portsmouth sponsored a grant application from The Elizabeth River <br />Project (ERP) to the Port of Virginia Aid to Local Ports grant program. The request was <br />for funds for the construction of the River Academy at Paradise Creek Nature Park. <br /> <br /> On September 26, 2006, City Council adopted Resolution R-06-48 authorizing the <br />City to enter into an Agreement with ERP concerning the creation of Paradise Creek <br />Nature Park, and on August 23, 2011 and July 12, 2016 City Council adopted Resolutions <br />R-11-23 and R-16-19, respectively, authorizing amendments to the Agreement. <br /> <br /> <br /> <br /> <br /> <br />
