The property is zoned Historic Limited Office, <br />HLO, and contains a church building and associated parking. The <br />Comprehensive Plan recommends institutional/public use for the <br />property. <br /> <br />1. Margaret Mitchell, 517 Spectator Street, spoke in support of this item. <br /> <br />2. The Comprehensive Plan <br />recommends mixed use downtown development for the property. <br /> <br />1. Rick Henn, 1400 Granby Street, Norfolk, spoke in support of this item. <br /> <br />2.
