July 25, 2017 <br /> <br />(g) The facility shall be operated in compliance with all applicable codes, ordinances <br />and regulations of federal, state and local government, and all required licenses and <br />permits shall be obtained and remain in effect during the operation of the substance abuse <br />treatment center. <br /> <br />(h) All taxes/fees associated with the property and/or the proposed use shall be paid <br />when due. <br /> <br />(i) The applicant shall develop and maintain a security plan with the Portsmouth <br />Police Department that will include, at a minimum, the following: <br /> <br />i. Patients may only enter and exit the facility building through one access point, with <br />the exception of fire exits. <br /> <br />ii. All other exit points from the facility building (including fire exits) will sound an alarm <br />when used, with the exception of a service entrance for bulk deliveries and removals. <br /> <br />iii. A security camera system shall be installed to monitor ingress and egress to and <br />from the facility building. <br /> <br />iv. At the applicant’s expense, an off duty law enforcement officer shall be present at <br />the facility or in its vicinity from one hour prior until one hour after the time outpatients are <br />scheduled to visit the facility. The off duty officer will periodically patrol the facility <br />perimeter. <br /> <br />REVOCATION OF PERMIT: <br />4. Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br />Abstain: Lucas-Burke (Personal interest in the transaction) <br /> <br />- City Manager’s Report - <br /> <br />17 - 315 - Adoption of an ordinance accepting with appreciation a donation of <br />$6,000 from Green Acres Presbyterian Church and appropriating said funds to the <br />FY 2018 Grants Fund for use by the Department of Social Services to support <br />operations of the Services Intake Unit. <br /> <br />Background: <br /> <br /> The Department of Social Services (DSS) Intake Unit provides emergency <br />assistance to eligible citizens for food, shelter and utilities, through various state and <br />federally funded programs. The DSS also receives community support via donations and <br /> <br />community partnerships. <br /> <br />Discussion: <br /> <br /> There are citizens of Portsmouth who are in need of support from the Department <br />of Social Services (DSS); however some do not meet program eligibility requirements. <br />These individuals may be serviced through the DSS food pantry or given referrals to other <br /> <br />community support programs. <br /> <br /> The Green Acres Presbyterian Church would like to donate to the City to assist <br />DSS in providing support to those individuals and families who are not eligible for state <br />or federally funded programs, but need temporary assistance in overcoming hardships <br /> <br />related to food, shelter or utilities. <br /> <br /> The DSS received a check from the Green Acres Presbyterian Church on June 30, <br />2017, in the amount of $500.00. The Church has also committed to providing DSS with a <br /> <br />monthly check of $500.00 for 12 months for a total of $6,000 for the year. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $6,000. <br /> <br /> <br /> <br /> <br /> <br /> <br />
