July 11, 2017 <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Abstain: Lucas-Burke (Personal interest in the transaction) <br /> <br />(b) UP-17-05 CAVALIER MANOR - C. E. Forehand, agent for T-Mobile <br />Communications, is requesting a use permit to construct a 165 foot <br />monopole telecommunications tower on the rear portion of 3637 <br />Victory Boulevard. The tower would be located approximately 60 <br />feet from Rapidan Street. The property is owned by NTW Properties, <br />LLC and is designated on the Comprehensive Plan Future Land Use <br />Map as Commercial. <br /> <br />1. Joe Wright, 1451 Welcome Road, spoke in opposition to this item. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to defer the public hearing of <br />UP-17-05 to the August 8, 2017 City Council Meeting. <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Cherry, to amend the motion asking <br />staff to broaden the footprint of notification and to re-notify residents in the neighborhood, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to defer, with amendments, <br />the public hearing of UP-17-05 to the August 8, 2017 City Council meeting, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />17 - 291 - Adoption of an ordinance accepting $43,758.30 of HOME Investment <br />Partnerships Program Income and appropriating said amount in the FY 2018 <br />Community Planning and Development Program fund. <br /> <br />Background: <br /> <br /> There is the need to add to the appropriation for the Community Planning and <br />Development Program for FY 2018 $43,758.30 of program income generated by the <br />payment of a Home Care housing rehabilitation loan. <br /> <br />Discussion: <br /> <br /> The HOME funds will be included in the FY 2018 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. In addition, <br />the funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
