Joe Elder, 417 North Street, spoke in support of this item. <br /> <br />17 - 290 - Public hearing on use permit applications: <br /> <br />(a) UP-17-03 PORT NORFOLK - Jeffrey Young, managing partner of Safe Harbor <br />Behavioral Health Care, is requesting a use permit for a substance <br />abuse treatment program at 2700 London Boulevard. The program <br />will offer both residential and outpatient care. The property is <br />presently zoned General Mixed Use (GMU) and was formerly <br />occupied by an adult day support and residential care program that <br />catered to mentally challenged individuals. The property is <br />designated on the Comprehensive Plan Future Land Use Map as <br />Light Industrial. <br /> <br />1. Kelleigh Chapel, 601 Dorset Avenue, spoke in support of this item. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission to approve UP-17-03 on first reading. <br /> <br /> <br />Motion by Mr. Cherry, and seconded by Mr. Moody, to amend the motion to include <br />a ninth condition in the application asking the applicant to develop a security plan that <br />would include the following, and was adopted by the following vote: <br /> <br />1. Patients may only enter and exit the facility building through one access point, with the <br />exception of the fire exits. <br /> <br />2. All other exit points from the facility building will sound an alarm when used with the <br />exception of a service entrance for bulk deliveries and removals. <br /> <br />3. A security camera system shall be installed to monitor ingress and egress to and from <br />the facility building. <br /> <br />4. An off duty police officer shall be present at the facility or in its vicinity from one hour <br />prior to one hour after the time outpatients are scheduled to visit the facility at the <br />applicant’s expense. This officer will periodically patrol the facility perimeter and be <br />available to respond to calls for assistance in accordance with Portsmouth Police <br />Department policy. <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Abstain: Lucas-Burke (Personal interest in the transaction) <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-17-03 be approved, with <br />amendments, on first reading, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
