Also make <br />necessary repairs to the heating and air conditioning <br />system. Estimated cost: $12,000. <br /> <br />o Port Norfclk Recreation Center. Remove three overhead <br /> doors and enclose openings. Estimated cost: $10,000. <br /> <br /> The improvements to the Cradock center have been reviewed and <br />~pproved by the CAR of Cradock. Both the Director of Parks and <br />Recreation and the Director of General Services recommend the appro <br /> ~tion of the funds from the Capital Improvement Program. I con- <br /> with their recommendation." <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the follow- <br />~ng ordinance was approved on first reading, and was adopted by <br /> <br />"AN ORDINANCE TO {PPROPRIATE $45,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR IMPROVEMENTS TO RECREATION CENTERS <br />FOR MISCELLANEOUS PROJECTS." <br /> <br /> 86-431 Letter f.rom the City Manager recommending adoption of <br /> ordinance to appropriate $100,000 from the Capital Improvement <br />~und for the establishment of a "Civic Arts Program'.'. <br /> <br /> "On February 25, 1986, a report was presented to the City Coun( <br />)utlining recommendations of the Mayor's Committee on Percentage fo] <br />the Arts. As you recall, the Committee recommended the establish- <br />ment of a "Civic Arts Program". The Committee in their report pre- <br />sented their outline for the implementation of the program (see <br /> ttache&). <br /> <br />City Council upon receipt of the Committee's recommendations <br />eferred the proposal to the City's Museum and Fine Arts Commission <br />for their review and study. A subcommittee of ~he Commission recom <br />manded that the Museum and Fine Arts Commission be the lead agency <br />because Qf their standing in the community and their mandated char <br />~y Council to promote the arts. Mr. Gregory M. Pomije, Chairman of <br />.he Portsmouth Museum and Fine Arts Commission, has informed me that <br />he Commission at its September meeting voted to endorse the proposa <br />~s presented by Dr. Benjamin W. Foster, Jr., Subcommitte Chairman. <br />According to Chairman Pomije, the Subcommittee, over the past ei <br />months, has received considerable amount of correspondence and <br />from the public regarding the Fercentage fo~ the Arts ~oncept. It <br />;hould be noted that some individuals were of the opinmOn that the <br />~ommission should be appointed By City Council. The City's ~useum <br />~nd Fine Arts Commission considered these comments but believe that <br />~he Museum and Fine Arts Commission is the best body to take the <br />lead in administering this project. <br /> <br /> Should City Council support the recommendations of ~he Commis- <br />sion, an appropriation in the amount of $100,000 would be required <br />from the City's Capital Improvement Budget." <br /> <br /> Gregory M. Pomije, 427 London Boulevard, Chairman <br />Portsmouth Museum and Fine Arts Commission, presented <br />resolution from the Museum and Fine Arts Commission: <br /> <br /> of the <br />the following <br /> <br /> "BE IT RESOLVED that the Museum and Fine Arts Commission <br />establish a -Percentage For Arts" committee. This committee will <br />be empowered by the City Council under the auspices of the Museum <br />Fine A~ts Commission to seek out works of art for public display to <br />be purchased by the city, consistent with the City Council-approved <br />"Percentage For The Arts" program. Bylaws, operating procedures <br /> staffing will be developed." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the followinl <br /> rdinance was approved on first reading, and was adopted by unanimo~ <br /> -ore: <br /> <br />.1 <br /> <br /> <br />
