June 27, 2017 <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2018 GRANTS FUND FOR A MARKETING CAMPAIGN TO PUBLICIZE AN <br />EXHIBITION AT THE PORTSMOUTH ART & CULTURAL CENTER TITLED “TO FACE <br />THE UNKNOWN: PORTSMOUTH AND THE GREAT WAR”.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 270 - Adoption of an ordinance accepting an Alcohol Education and Prevention <br />Grant in the amount of $6,473.25 from the Virginia Alcoholic Beverage Control <br />Board and appropriating said amount in the FY 2018 Grants Fund for use by the <br />Portsmouth Police Department to fund an alcohol education program. <br /> <br /> <br />Background: <br /> <br /> The Virginia ABC Alcohol Education Prevention Grants assist community partners <br />in developing and enhancing initiatives related to alcohol education and prevention. <br /> <br /> Applicants must address one or more of the following priorities: underage drinking <br />prevention, social providing or social hosting prevention, and high-risk drinking <br />prevention. <br /> <br /> Grant request are limited to a maximum of $8,000 and approximately eight <br />awardees are selected each annual grant cycle. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) was awarded a total of $6,473.25 from <br />the Virginia ABC’s Alcohol Education and Prevention Grant Program to provide funding <br />for alcohol education program designed to reach out to the youth of Portsmouth to discuss <br />and demonstrate the effects of alcohol on a person; not just the physical effects, but social <br />and psychological effects as well. <br /> <br /> The program’s curriculum has two equal stages. The first stage is in the form of <br />classroom instruction sessions. The second stage will consist of hands-on activities <br />designed to reinforce the lessons presented, learned and discussed in the classroom. <br /> <br />Financial Impact: <br /> <br /> <br /> The city does not have to provide an in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of an ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALCOHOL EDUCATION AND PREVENTION GRANT <br />IN THE AMOUNT OF $6,473.25 FROM THE VIRGINIA ALCOHOLIC BEVERAGE <br />CONTROL BOARD AND APPROPRIATING SAID AMOUNT IN THE FY 2018 GRANTS <br />FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO FUND AN <br />ALCOHOL EDUCATION PROGRAM.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 271 - Adoption of an ordinance to amend Chapter 32 (Streets, Sidewalks and <br />Local Improvements) of the Code of the City of Portsmouth, Virginia (2006) to <br />implement certain provisions regarding small cell telecommunications facilities in <br />accordance with state law. <br /> <br /> <br /> <br /> <br /> <br /> <br />
