May 9, 2017 <br /> <br /> <br /> Community Planning and Development - For each of the five years covered by <br />the adopted Consolidated Plan (CP), Federal Fiscal Year 2014 to Federal Fiscal Year <br />2018, the city prepares an Annual Action Plan detailing how the resources made available <br />will be used to implement the goals outlined in the Five-Year CP. This is the fourth year <br />of the five-year plan cycle. The city of Portsmouth will receive funds through the <br />Community Development Block Grant Program (CDBG) and HOME Investment <br />Partnerships Program (HOME). The financial resources the city expects to have available <br />during the city’s Fiscal Year 2018 program (July 1, 2017 through June 30, 2018) include <br />a CDBG entitlement grant of $1,396,964 and program income of $44,880 (total <br />$1,441,844). The city also expects to have available a HOME entitlement grant of <br />$348,694. A public hearing was held on April 25, 2017 for these programs. <br /> <br />Capital Improvement Program <br /> <br /> <br /> On March 27, 2017, the City Manager presented the proposed Capital <br />Improvement Program (CIP) for Fiscal Years 2018 – 2022 and the funding for year one <br />appropriating the necessary funds in the Capital Improvement Fund and the Public Utility <br />Capital Improvement Fund. The budget was discussed in City Council work sessions <br />during April and a public hearing was held on April 25, 2017. <br /> <br />Portsmouth Public Schools <br /> <br /> On March 27, 2017, the City Manager presented the proposed Fiscal Year 2018 <br />Operating Budget to City Council, including recommended city funding for School <br />operations. The budget was discussed in City Council work sessions during April and a <br />public hearing was held on April 25, 2017. City Council has indicated again that an <br />appropriation of the Portsmouth Public School budget will be allocated by category, on a <br />quarterly basis, with the exception of the grants fund. The attached ordinance is reflective <br />of this action with the exception of the grants fund which is proposed to be appropriated <br />on an annual basis. This separate ordinance is required in order to appropriate both the <br />total School Budget and the city’s local funding for education, which is allocated from the <br />general fund budget. <br /> <br />Discussion: <br />City Operating Budget <br /> <br /> The Ordinances necessary to adopt the Fiscal Year 2018 Operating Budget are <br /> <br />attached to this report for City Council action as follows: <br /> <br />a. <br />Adoption of an ordinance to re-enact Ordinance No. 2016-31 to impose and levy <br />taxes for the fiscal year beginning July 1, 2017 and ending June 30, 2018, on real estate, <br />tangible personal property, privately-owned pleasure boats, privately-owned camping <br />trailers and motor homes, and machinery and tools within the City of Portsmouth, Virginia, <br />for the purpose of raising revenue for the support of governmental operations and the <br />public free schools and to pay principal and interest on the public debt. The ordinance <br />re-ordains the current tax on real estate and public service corporations at $1.30 on each <br />$100.00 assessed valuation. <br /> <br />b. <br />Adoption of an ordinance to amend Appendix A of the Code of the city of <br />Portsmouth, Virginia (2006) to establish regular increases in rates for water and sewer <br />services as authorized by Sections 38-83 and 38-117 of said Code. <br /> <br />c. <br />Adoption of an ordinance to amend Appendix A of the Code of the city of <br />Portsmouth, Virginia (2006) to decrease the monthly service charge for the collection and <br />disposal of trash and garbage as authorized by Section 16-64 of said Code. <br /> <br />d. <br />Adoption of an ordinance to amend Appendix A of the Code of the city of <br />Portsmouth, Virginia (2006) to increase monthly stormwater utility fees as authorized by <br />Section 31.2-26 of said Code. <br /> <br /> <br /> <br /> <br /> <br /> <br />
