<br />At a Regular Meeting of the City Council on Tuesday, May 9, 2017, there were
<br />present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth
<br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Reverend Canon Frederick Walker opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of April 24, 2017, of a Called Meeting of April 25, 2017, and of a Regular
<br />Meeting of April 25, 2017, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe

<br />17 - 201 - Public hearing on a code amendment application:
<br />
<br />CA-01-17 UPTOWN - The City of Portsmouth is proposing amendments to the Zoning
<br />Ordinance D2-Form Based Code (D2-FBC) provisions in the Uptown area
<br />of the City that would allow deviations in permitted and non-conforming
<br />uses, site and building design standards, and other requirements of the D2-
<br />FBC through the use permit process.
<br />

<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that CA-01-17 be approved on first reading,
<br />and was adopted by the following vote:

<br />
<br />17 - 202 - Adoption of ordinances and resolutions to appropriate the total sum of
<br />$673,855,090 for the operation of the City Government for Fiscal Year 2018 for the
<br />following areas: City Operating Budget – $431,386,588; Capital Improvement Fund
<br />$43,378,713; Public Utilities Capital Improvement Fund - $6,104,000; Portsmouth
<br />Public Schools Operating Budget - $192,985,789.

<br /> On March 27, 2017, the City Manager presented the proposed Fiscal Year 2018
<br />Operating Budget and Capital Improvement Program (CIP) Budget to City Council.
<br />
<br /> The budget was discussed in City Council work sessions during March and April
<br />and a public hearing was held on April 25, 2017. The attached ordinances are required
<br />for adoption of the Fiscal Year 2018 Operating and CIP budget.
