<br />THE PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM AND THE FIRE AND
<br />POLICE RETIREMENT SYSTEM BY AMENDING SECTIONS 30-26, 30-100, 30-151,

<br />17 - 188 - Adoption of an ordinance authorizing the amendment of the overall and
<br />fourth quarter FY 2017 Portsmouth Public Schools General Fund Operating
<br />Budgets through the transfer of $200,000 from the Administration Classification to
<br />the Pupil Transportation Classification and the transfer of $50,000 from the
<br />Administration Classification to the Operation and Maintenance Classification.

<br />Background:
<br />
<br /> On May 10, 2016, City Council approved the FY 2017 School Board Operating
<br />Budget of $191,810,233. City Council has appropriated funding for the budget by
<br />
<br />classification on a quarterly basis.
<br />
<br /> The Portsmouth School Board must obtain City Council approval for any transfer
<br />of funds from one classification of the budget to another.
<br />
<br />Discussion:
<br />
<br /> After a review of the expenditures for FY 2017, the Portsmouth School Board has
<br />determined that it is necessary to transfer funds from the Administration Classification
<br />into the Pupil Transportation and Operation and Maintenance Classifications to meet
<br />
<br />projected payroll obligations through the end of the fiscal year.
<br />
<br /> On April 6, 2017, the Portsmouth School Board passed a resolution requesting
<br />that City Council revise its categorical funding to reflect the following:
