April 25, 2017 <br /> <br />“ORDINANCE TO AMEND AND REORDAIN ARTICLES II AND III OF CHAPTER 30 <br />OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) PERTAINING TO <br />THE PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM AND THE FIRE AND <br />POLICE RETIREMENT SYSTEM BY AMENDING SECTIONS 30-26, 30-100, 30-151, <br />30-219, AND 30-221.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 188 - Adoption of an ordinance authorizing the amendment of the overall and <br />fourth quarter FY 2017 Portsmouth Public Schools General Fund Operating <br />Budgets through the transfer of $200,000 from the Administration Classification to <br />the Pupil Transportation Classification and the transfer of $50,000 from the <br />Administration Classification to the Operation and Maintenance Classification. <br /> <br />Background: <br /> <br /> On May 10, 2016, City Council approved the FY 2017 School Board Operating <br />Budget of $191,810,233. City Council has appropriated funding for the budget by <br /> <br />classification on a quarterly basis. <br /> <br /> The Portsmouth School Board must obtain City Council approval for any transfer <br />of funds from one classification of the budget to another. <br /> <br />Discussion: <br /> <br /> After a review of the expenditures for FY 2017, the Portsmouth School Board has <br />determined that it is necessary to transfer funds from the Administration Classification <br />into the Pupil Transportation and Operation and Maintenance Classifications to meet <br /> <br />projected payroll obligations through the end of the fiscal year. <br /> <br /> On April 6, 2017, the Portsmouth School Board passed a resolution requesting <br />that City Council revise its categorical funding to reflect the following: <br /> <br />Categories Current Category Appropriation <br />Appropriation Adjustment Revision <br />Instruction $108,477,773 $108,477,773 <br />Administration 8,425,595 (250,000) 8,175,595 <br />Pupil 6,539,374 200,000 6,739,374 <br />Transportation <br />Operation and 15,990,022 50,000 16,040,022 <br />Maintenance <br />Debt & Fund 4,613,862 4,613,862 <br />Transfers <br />Technology 4,992,429 4,992,429 <br />Total General $149,039,055 $149,039,055 <br />Fund <br /> <br /> <br /> <br /> The transfers will apply to both the overall and Fourth Quarter FY 2017 PPS <br /> <br />General Fund budgets. <br /> <br />Financial Impact: <br /> <br /> The transfers requested by the School Board will not increase the overall PPS <br /> <br />budget. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br /> <br />adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
