<br />At a Regular Meeting of the City Council on Tuesday, April 25, 2017, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth
<br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Dr. Robert Earls opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of April 10, 2017, of a Called Meeting of April 11, 2017, and of a Regular
<br />Meeting of April 11, 2017, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: None
<br />- Public Hearing -
<br />

<br />17-183 Public hearing to solicit citizen comments on the Annual Action Plan.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, informed City Council and citizens that this is
<br /> also a regional program.
<br />
<br />17-184 (a) Public hearing to consider the Annual Operating Budget for FY2018.
<br />
<br />1. Pamela Kloeppel, 501 Elizabeth Place, provided a report on the opinions of a survey
<br /> regarding the proposed 2018 budget.
<br />
<br />2. Katie Vincent, 3409 County Street, asked that City Council fully fund the School Board
<br /> budget.
<br />

<br />3. Alexander Clifton, 1109 7 Street, informed citizens and City Council of how the
<br /> Endependence Center has improved his quality of life.
<br />
<br />4. Claude Parent, 802 Arnold Palmer Drive, asked that City Council fully fund the School
<br /> Board budget.
<br />
<br />5. Donna Clifton, P. O. Box 3443, asked that City Council provide funds for teacher
<br /> raises.
<br />
<br />6. MyKayla Moore, 26 Noble Street, asked that City Council provide funds for teacher
<br /> raises.
<br />
<br />7. Teagan Rogers, 2 Park Manor Road, asked that City Council provide funds for teacher
<br /> raises.
<br />
<br />8. Elie Bracy III, 2970 Greenwood Drive, asked that City Council provide funds for teacher
<br /> raises.
<br />
<br />9. Jean Shackleford, 2437 Sterling Point Drive, asked that City Council provide funds for
<br /> teacher raises.
<br />
<br />10. Harry Dortch, 18474 Oliver Drive, Smithfield, asked that City Council provide ½ of the
<br /> general wage increase for police and fire retirees.
<br />
<br />11. Garland Alexander, 2913 Tanbark Lane, asked that City Council provide ½ of the
<br /> general wage increase or provide an additional $500 bonus to police and fire retirees.
<br />
<br />12. Sylvester Askins, 942 A Chumley Road, asked City Council for continued funding for
<br /> the Endependence Center.
