April 25, 2017 <br /> <br /> <br /> Funds appropriated for Water Transmission Mains are available in the Public <br />Utilities Capital Budget and will fund this additional expense. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE DEPARTMENT OF PUBLIC UTILITIES TO <br />APPROVE CHANGE ORDERS TOTALING MORE THAN 25% OF THE <br />CONSTRUCTION CONTRACT WITH SHAW CONSTRUCTION, CORP. FOR THE <br />GOOSE CREEK TRANSMISSION MAIN REPLACEMENT PROJECT. <br /> <br />WHEREAS, <br /> the City’s Transmission Main Study identified the replacement of three <br />water transmission mains crossing Goose Creek as a critical infrastructure project, and <br />Public Utilities operational staff subsequently observed significant leaks in one of the <br />mains; and <br /> <br />WHEREAS, <br /> due to the time-sensitive importance of addressing the leaks and <br />replacing the mains, 20% construction plans were developed using aerial and GIS <br />imagery and schematic drawings from 1938, and the Goose Creek Transmission Main <br />Replacement Project was bid on the basis of those plans; and <br /> <br />WHEREAS, <br /> a construction contract in the amount of $1,449,249 for the Project <br />was awarded to SHAW Construction, Corp.; and <br /> <br />WHEREAS, <br /> after additional post-award surveying and field exploration, the City <br />determined that it will be necessary for the contractor to purchase and incorporate into <br />the project substantial additional materials which were not contemplated in the original <br />bid documents; and <br /> <br />WHEREAS, <br /> the additional materials will ensure the stability of the replacement <br />mains and minimize impacts to the adjacent CSX Railroad Line, Goose Creek, and <br />surrounding wetlands; and <br /> <br />WHEREAS, <br /> the changes to the project scope have resulted in additional material <br />and construction costs that will exceed 25% of the original contract amount; and <br /> <br />WHEREAS, <br /> Section 12-183 of the City Code requires Council approval to exceed <br />an original contract amount by more than 25% or $50,000, whichever is greater; and <br /> <br />WHEREAS, <br /> it is projected that the final project cost will be $2,427,864, and funding <br />for the additional project costs is available in the Public Utilities Capital Improvements <br />budget. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that, pursuant to Section 12-183 of the City Code, the Director of Public Utilities <br />is authorized to expend the additional funds necessary to complete the Goose Creek <br />Transmission Main Replacement Project.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 190 - Adoption of a resolution of the Council of the City of Portsmouth, Virginia <br />opposing the elimination of federal funding for the Community Development Block <br />Grant and HOME Investment Partnerships Programs. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
