February 28, 2017 <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND RESTATING ORDINANCE 2016-93 REGARDING <br />THE ACCEPTANCE AND APPROPRIATION OF STATE HOMELAND SECURITY <br />GRANT PROGRAM FUNDS FOR THE PURPOSE OF REFLECTING REVISED GRANT <br />FUNDING.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 107 - Adoption of a resolution adopting the 2017 Hampton Roads Hazard <br />Mitigation Plan to reduce damages and save lives in the event of a natural disaster <br />in the region. <br /> <br />Background: <br /> <br /> The City of Portsmouth has participated in the Regional Hazard Mitigation Plans <br />since 2006. <br /> <br /> In accordance with the Disaster Mitigation Act of 2000 (DMA 2000), communities <br />with an adopted and federally approved hazard mitigation plan are eligible for available <br />mitigation funds before and after the next disaster strikes. <br /> <br />Discussion: <br /> <br /> The Hampton Roads region of southeastern Virginia is vulnerable to a wide range <br />of natural hazards that threaten the safety of residents, and have the potential to damage <br />or destroy both public and private property and disrupt the local economy and overall <br />quality of life. <br /> <br /> The Hampton Roads Planning District Commission (HRPDC) prepared this <br />updated Hazard Mitigation Plan in 2015 and 2016 through a regional planning committee. <br /> <br /> The planning committee, which included representatives from 22 local cities and <br />counties (including Portsmouth), worked throughout the two-year planning period to <br />update mitigation goals, objectives, and recommended actions in the Plan. <br /> <br /> An adopted, approved Hazard Mitigation Plan is required as a condition of future <br />funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation <br />grant programs. <br /> <br /> The Plan was prepared and updated in coordination with FEMA and the Virginia <br />Department of Emergency Management (VDEM) to make certain it meets all applicable <br />state and federal mitigation planning requirements. <br /> <br />Financial Impact: <br /> <br /> A cost estimate associated with each mitigation action is outlined in the Plan. <br /> <br /> It is anticipated that Portsmouth will be eligible for various grant and mitigation <br />funding programs to assist with accomplishing the activities outlined in the Plan. <br /> <br />Recommended Action: <br /> <br /> Adoption of a Resolution adopting the Plan. <br /> <br />Next Steps Following Council Action: <br /> <br /> Implement mitigation activities outlined in the Plan. <br /> <br /> Evaluate the Plan’s overall effectiveness annually. <br /> <br /> Review the plan and update the Plan every 5 years at a minimum. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ADOPTING THE 2017 HAMPTON ROADS HAZARD MITIGATION <br />PLAN TO REDUCE DAMAGES AND SAVE LIVES IN THE EVENT OF A NATURAL <br />DISASTER IN THE REGION. <br /> <br />WHEREAS, <br /> the City of Portsmouth, Virginia recognizes the threat that natural <br />hazards pose to people and property within our community; and <br /> <br /> <br /> <br /> <br />
