February 28, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 28, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend John Cole II, opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of February 13, 2017, of a Called Meeting of February 14, 2017, of a <br />Regular Meeting of February 14, 2017, and of a Called Meeting of February 16, 2017, <br />was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> Mayor Rowe recognized the Gamma Delta Omega Chapter of the Alpha Kappa <br />Alpha Sorority and President LaEunice Brown. <br /> <br />- City Manager’s Report - <br /> <br />17 - 106 - Adoption of an ordinance amending and restating Ordinance 2016-93 <br />regarding the acceptance and appropriation of State Homeland Security Grant <br />Program funds for the purpose of reflecting revised grant funding. <br /> <br />Background: <br /> <br /> On November 22, 2016, City Council adopted an ordinance accepting and <br />appropriating the sum of $90,000 in the Grants Fund for use by the Department of Fire, <br />Rescue and Emergency Services from the U.S. Department of Homeland Security <br />through the Virginia Department of Emergency Management. <br /> <br /> The Virginia Department of Emergency Management notified the city on January <br />31, 2017, that the original award has been reduced from $90,000.00 to $37, 574.00. <br /> <br /> This grant is for four localities that comprise the Southside Regional Hazardous <br />Materials Response Team (SRHMRT) in which Portsmouth is the lead agency. <br /> <br />Discussion: <br /> <br /> The FY17 SHSP funds will be used to provide equipment and training for the <br />ongoing needs in support of the PFRES Haz-Mat Team. <br /> <br /> The FY16 funds will allow PFRES Haz-Mat Team to broaden their functions within <br />the SRHMRT as the lead agency. <br /> <br /> This funding is instrumental in developing hazardous materials response <br />capabilities for Portsmouth’s Hazardous Materials Response Team. <br /> <br /> It is necessary to amend the original appropriation ordinance to reflect the change <br />in grant funding. <br /> <br />Financial Impact: <br /> <br /> The original grant award is reduced by $52,426, bringing the new award amount <br />to $37,574.00. <br /> <br /> The city is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance to complete the necessary budgetary adjustments. <br /> <br /> <br /> <br /> <br /> <br />
