February 28, 2017 At a Regular Meeting of the City Council on Tuesday, February 28, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. Reverend John Cole II, opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Rowe called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes of a Called Meeting of February 13, 2017, of a Called Meeting of February 14, 2017, of a Regular Meeting of February 14, 2017, and of a Called Meeting of February 16, 2017, was adopted by the following vote: Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None  Mayor Rowe recognized the Gamma Delta Omega Chapter of the Alpha Kappa Alpha Sorority and President LaEunice Brown. - City Manager’s Report - 17 - 106 - Adoption of an ordinance amending and restating Ordinance 2016-93 regarding the acceptance and appropriation of State Homeland Security Grant Program funds for the purpose of reflecting revised grant funding. Background:  On November 22, 2016, City Council adopted an ordinance accepting and appropriating the sum of $90,000 in the Grants Fund for use by the Department of Fire, Rescue and Emergency Services from the U.S. Department of Homeland Security through the Virginia Department of Emergency Management.  The Virginia Department of Emergency Management notified the city on January 31, 2017, that the original award has been reduced from $90,000.00 to $37, 574.00.  This grant is for four localities that comprise the Southside Regional Hazardous Materials Response Team (SRHMRT) in which Portsmouth is the lead agency. Discussion:  The FY17 SHSP funds will be used to provide equipment and training for the ongoing needs in support of the PFRES Haz-Mat Team.  The FY16 funds will allow PFRES Haz-Mat Team to broaden their functions within the SRHMRT as the lead agency.  This funding is instrumental in developing hazardous materials response capabilities for Portsmouth’s Hazardous Materials Response Team.  It is necessary to amend the original appropriation ordinance to reflect the change in grant funding. Financial Impact:  The original grant award is reduced by $52,426, bringing the new award amount to $37,574.00.  The city is not required to provide a cash or in-kind match. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance to complete the necessary budgetary adjustments.
