The viewers report and the Planning Commis- <br />sion both recommend approval of the s~reen closure application. <br /> <br /> I recommend approval of the ordinance closing the designated <br />streets in the PortCentre development area." <br /> <br /> On motion of Mrs. Webb and secended by Mr. Gray, <br />ordinance was adopted on first and final reading, and <br />ing vote: <br /> <br />the following <br />by the follow. <br /> <br />"AN ORDINANCE CLOSING PORTIONS DF THE FOLLOWING STREETS: <br />ESSEX STREET; THIRD STREET; RANDOLPH STREET; ORVILLE <br />STREET; GORDON STREET AND HENRY STREET." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle) <br />Nays: None <br /> <br /> 8?-7 Letter from the City Manager recommending adcption of ar <br />~rdinance to amend Section 23-507.1 of the City Code recommending <br />that the City Manager be authorized as the enforcement officer to <br />authorize the removal of vessels at the owner's expense that "con- <br />stitutes an obstruction to the la~iful use of waters within or adjoin- <br />ing the Cityv. <br /> <br /> 'Recently there was an unmarked and unauthorized motor boat <br />docked at PORTSIDE for a considerable period of time. While viola- <br />tions to two-hour parking are limited, upon review of the City Code <br />it would be beneficial to amend the code to clarify which City <br />official is authorized to enforce Section 23-507.1. <br /> <br /> It is my recommendation that the City Manager be named as the <br />enforcement officer (or his designee). With this amendment, the <br />Director of Public Works can be designated when there are cases <br />involving docks, wharfs, piers, etc., and the Chief of Police in <br />those cases involving vessels. Currently, the code names the <br />Director of Planning, Engineering and Inspections. <br /> <br /> The City Attorney drafted the attached ordinance to amend the <br />City Code and I recommend City Council's approval." <br /> <br /> On motion of Mrs. Webb and seconded <br />~rdinance was adopted on first and final <br />ing vote: <br /> <br />by Mr. G~ay, the following <br />reading, and by the follow- <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTION 23-507.1 THEREOF <br />PERTAINING TO MOTOR BOATS AND WATERCRAFT." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: Ncne <br /> <br /> 87-8 Letter from the City Manager recommendin~ adoption of a <br />~lut'ion to.approve the Pre-Tax Payment Plan and authorizing the <br /> Manager to execute instruments to carry Plan into effect. <br /> <br /> "The City's health care consultant has suggested the implemen- <br />tation of a Section 125 Plan for payment of medical insurance pre- <br />mmums. Adoption of such a plan will allow the City of Portsmouth nc <br />deduct employee health care premiums before Federal, State and Soci <br />Security taxes, thereby providing the employees with an increase in <br /> <br /> <br />
