"In connection with the PortCentre development, certain street~ designated to be closed in order to consolidate properties for development purposes. The viewers report and the Planning Commis- sion both recommend approval of the s~reen closure application. I recommend approval of the ordinance closing the designated streets in the PortCentre development area." Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle) Nays: None 8?-7 Letter from the City Manager recommending adcption of ar ~rdinance to amend Section 23-507.1 of the City Code recommending that the City Manager be authorized as the enforcement officer to authorize the removal of vessels at the owner's expense that "con- stitutes an obstruction to the la~iful use of waters within or adjoin- ing the Cityv. 'Recently there was an unmarked and unauthorized motor boat docked at PORTSIDE for a considerable period of time. While viola- tions to two-hour parking are limited, upon review of the City Code it would be beneficial to amend the code to clarify which City official is authorized to enforce Section 23-507.1. It is my recommendation that the City Manager be named as the enforcement officer (or his designee). With this amendment, the Director of Public Works can be designated when there are cases involving docks, wharfs, piers, etc., and the Chief of Police in those cases involving vessels. Currently, the code names the Director of Planning, Engineering and Inspections. The City Attorney drafted the attached ordinance to amend the City Code and I recommend City Council's approval."
