(e) GHP 86-18 DOWNTOWN NEIGHBORHOOD: Group housing projec~ application of William M~rlino, Jr., owner, for 2 three-story condominium structures containing 15 unitts on the North side of Columbia Street between Dinwiddie and Washin ton Street. representing Kirk Berkeley, 303 Effingham Street,/applicant, spoke in suppo Df the application. Motion of Mr. Gray and seconded by Mr. Corprew, to concur in the recommendation of the Planning Commission, GHP 86-18 for 2 three-story condommnium structures containing 15 units on the north side of Columbia Street between Dinwiddie and Washington Streets, approved on first reading, and was adopted by unanimous vote. (fl GHP 87-1 PORT NORFOLK NEIGHBORHOOD: Group housing pro ject application of Thomas A. Edwards, owner, for four (4) condominium units at 3019 Ba~ Boulevard. Morton V. Whitlow, 113 Park Road, representing applicant, spoke in support of the application. Motion of Mr. Gray and seconded by Mr. Simpson, to concur in the recommendation of the Planning Commission, GHP 87-1 for four (4) sondominium unitts at ~019 Bayview Boulevard, was approved on first reading, and was adopted by unanimous vote. UNFINISHED BUSINESS Consent Agenda On motion of Mrs. Webb and seconded by Mr. Gray, the following items approved on first reading at the Public Hearing and regular ~g of December 9, 1986, were adopted on final reading, and by the following vote: 86-449 - Use permit and group housing applications, and Code amendment: (d) "A RESOLUTION GRANTING A USE PERMIT TO ROBERT L. TURNER FOR SIX TOWNHOUSE UNITS AT THE NORTHWEST CORNER OF PORTSMOUTH BOULEVARD AND CHESTNUT STREET (UP 86-13). WHEREAS, Robert L. Turner has made application pursuant to 40-75 (b) for a use permit to constuct six (6) townhcuse units on ~roximately .46 of an acre of vacant property at the northwest orner of the intersection of Portsmouth Boulevard and Chestnut (Tax Map 59, Parcel 145); and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting ~f a use permit with dcnditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
