In addion, there are pre- <br />[iminary plans for three regiDnalmalls within close proximity to <br />1-664. Two sites are located in Suffolk and one in Chesapeake, thus <br />~otentially drawing additional retail sales away from Portsmouth. <br /> blishment of a multiple ret~l center in the Churchland area of <br /> mouth could reverse this trend by providing a "high quality" <br />shopping alternative for those living in the market area. The ex- <br />isting Churchland Shopping Center is scheduled for renovation and <br />expansion this year. A third complex on the existing Churchland High <br /> could complete a multiple retail center capable of attr.acting <br /> ~etail sales not only from Portsmouth, but also from Chesapeake, <br /> ffolk and the rest of the region. <br /> <br /> Should City Council concur with the proposed site, a motion <br />~ould be in order to notify the School Board of your recommendation <br />Fhe School Board would then need to accept or reject the proposed <br />site. Should the School Board accept the site, close coordination <br />is required with parents, students and adjacent property owners to <br />~nsure maximum communication. I feel that with proper developer <br />~ontrols (design, signage, landscaping, and marketing of site), a <br />uality commercial/office complex can be I milt on the existing high <br /> hool site. I should note that the current site would need to be <br />rezoned to C-2. By working with the adjacent neighborhood a smooth <br />transition can occur and can benefit the entire City through new <br /> obs, increased retail sales and more inportant, the positive publi~ <br /> ~osure of having a quality shopping complex to serve Churchland <br /> Western Tidewater. <br /> <br /> Michael Blachman, 3008 Oakley Hall Road, representing Woodbine <br /> hborhood, spoke concerning the proposal to relocate Churchland <br /> h School and designate the current site for non-residential <br /> pment. <br /> <br /> Dr. Emil S. Sayegh, 3104 Garland Drive, representing Woodbine <br /> hborhood, spoke in opposition to the proposal. <br /> <br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, to suspend the <br /> les for citizens to speak, and was adopted by unanimous vote. <br /> <br />Ralph W. Buxton, 3117 Garland Drive, stated ~hat he h~d p <br />zontact with a member of the School Board and he was informed that <br /> m~tter was before City Council. <br /> <br /> Gloria Hall, ~029 Timberland Drive, President of PTA, Church- <br />land High School, spoke concerning the need for a new high school. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to defer <br />~ctionon thedesignation of a potential site and to authorize the <br />City Manager, with the approval of the School Administration, to <br />issue a Request for Qualifications of potential developers for com- <br />mercial development on the current Churchland High School site. <br />The request for qualifications should require coordination of <br />proposals ~i~ the citizens ~n the adjacent community. <br /> <br /> That the School Board is requested to reevaluate the present <br /> ]hurchland High School site for the rebuilding of the existing <br /> hool and/or the construction of a new school on the ex~sting <br />site. <br /> <br /> <br />
