January 13, 1987 <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby <br />Ls, authorized to sign such deeds and other documents as may be <br />necessary to complete this transaction.' <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle~ <br />Nays: None <br /> <br /> 87-11 <br />motion to <br />potential <br /> <br />Letter from the City Manager recommending adoption of <br />forward information to the Portsmouth School Board for <br />site for the new Chnrchland High School. <br /> <br />"A year ago this month, City Council received a request from <br />he School Board to "identify and designate land suitable for con- <br />struction of a new high school in the Churchland area of the City o <br />Portsmouth." Attached is a copy of the School Board's resolution <br />and transmittal letter. <br /> <br /> As directed by City Council, I have met with the Portsmouth <br />Industrial Development Authority and the Portsmouth Industrial Foun- <br />dation to negotiate a price for properties they own off Cedar Lane <br />in Churchland. For the 90+ acres the negotiated price is $731,967 <br />or"$8,133 per acre which is far below fair market value. The c~st <br />for each parcel is: <br /> <br />PIDA 45 acres for $ 56,967 <br />PIF 45 acres for $675,000 <br /> <br />After reviewing other alternative sites and their relative c~st, it <br />Ls felt by your staff that this site is the best for location and <br />;ost. The Industrial Development Authority has sFecmfled that the <br />property be utilized for school and recreational purposes. The <br />Industrial Foundation has agreed to the sale with the stipulatioa <br />that the old Churchland High School site be marketed for "n0nr~si- <br />~ential" development. Locating the high school at the proposed si <br />and acquiring additional acreage for recreation allows for: <br /> <br />o Optimum physical layout for a modern educational <br /> facility <br /> <br />o Smooth transition £rom an old school To a new <br /> facility <br /> <br />o Location adjacent to other educational facilities <br /> in Churchland <br /> <br />Truancy, security~ noise and traffic safety problems <br />associated with current location could be significantly <br />reduced. <br /> <br />o Accessibility from proposed Western Freeway. <br /> <br />Would more than satisfy open space requirements up <br />to the year 2000 for the Churchland area by oroviding <br />recreational space (as part of master pla~ for Church- <br />land Park) for: <br /> <br />Adult and youth softball <br />Youth baseball <br />Youth and adult soccer <br />Youth football <br />Tennis center <br />PIT basketball facility <br />Practice football field and Track <br />Petanque <br />Possibility of a boat ramp <br />Children's play area <br />Centralization of all major softball and_~rack <br />events at a renovated Frank D. Lawrence Stadium <br /> <br /> <br />
