January 10, 2017 <br /> <br />“ORDINANCE ACCEPTING A KIDS MEALS PROGRAM GRANT IN THE AMOUNT OF <br />$832,990 FROM THE U.S. DEPARTMENT OF AGRICULTURE CHILD AND ADULT <br />CARE FOOD PROGRAM ADMINISTERED THROUGH THE VIRGINIA DEPARTMENT <br />OF HEALTH AND APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF PARKS, RECREATION AND LEISURE <br />SERVICES TO PROVIDE MEALS AND SNACKS AUTHORIZED UNDER THE KIDS <br />MEALS PROGRAM.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 28 - Adoption of an ordinance to transfer $210,000 within the FY 2017 Waste <br />Management Fund budget from the salary account to the capital equipment <br />account for the purpose of acquiring an excavator.: <br /> ision PrincipleEfficient <br />V <br /> <br />Service Delivery. <br /> <br />Background: <br /> <br /> The Waste Management Division had only one excavator to move materials at the <br />landfill. In December, the excavator caught on fire and was rendered unusable. <br /> <br /> In order to effectively operate the landfill, two working excavators are needed. With <br />no operating excavator at the landfill, there is an immediate need to replace the current <br />excavator. As part of the Waste Management’s FY 2018 operating budget, an additional <br />excavator is being requested. <br /> <br />Discussion: <br /> <br /> The city can acquire an excavator from a cooperative procurement contractor and <br />the equipment is available immediately. In order to lock in a substantial end of the year <br />discount of approximately $60,000, with the anticipation of the budget transfer, the city <br />sent a non-binding letter of intent to acquire the excavator. With this discount, the total <br />amount of the excavator is $210,000.00 <br /> <br /> The Waste Management Fund has significant vacancy savings in its FY 2017 <br />salary account budget to transfer to cover the cost of a new excavator. <br /> <br /> In addition, in the past year the Waste Management Fund received revenue from <br />the sale of equipment and maintains a sufficient fund balance. <br /> <br />Financial Impact: <br /> <br /> The Waste Management Fund is self-sufficient relying on user’s fees to cover <br />costs. The current FY 2017 operating budget has sufficient vacancy savings to cover the <br /> <br />unexpected equipment costs so there will be no detrimental financial impact to the fund. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance.
