January 10, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 10, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Kirk Culpepper opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> <br /> Mayor Rowe recognized the untimely death of William Allen, City employee, and <br />offered condolences to his family. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of December 13, 2016, of a Regular Meeting of December 13, 2016, and <br />of an Organization Meeting of January 3, 2017, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />17 - 27 - Adoption of an ordinance accepting a Kids Meals Program Grant in the <br />amount of $832,990 from the U.S. Department of Agriculture Child and Adult Food <br />Care Program administered through the Virginia Department of Health and <br />appropriating said funds in the FY 2017 Grants Fund for use by the Department of <br />Parks, Recreation and Leisure Services to provide meals and snacks authorized <br /> <br />under the Kids Meal Program.Vision Principles: <br />Sustainable Neighborhoods, and <br /> <br />Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The city of Portsmouth has received a reimbursement grant from the USDA <br />through the Virginia Department of Health for the CACFP Kids Meals Program, effective <br />October 2016. The grant is administered by the Department of Parks, Recreation & <br />Leisure Services. <br /> <br /> The Program provides an evening snack and a dinner meal at four (4) recreation <br />centers, one (1) day treatment facility, three (3) private community organizations, three <br />(3) middle schools, one (1) high school and ten (10) elementary school 6 TO SIX sites <br />during the school year when children are out of school, and therefore may not otherwise <br />receive a proper nutritious meal. <br /> <br />Discussion: <br /> <br /> <br /> It is estimatedthat the Program will serve 695 snacks and 1,270 dinners daily. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no city cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance.Vision Principle: Sustainable Neighborhoods and <br />Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The full implementation of the Program throughout the 2016-17 school year. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
